Job Overview:
The National Legal Specialist will play a crucial role in supporting the development and updating of pesticide management legislation in Kyrgyzstan. This position requires a comprehensive understanding of agricultural legislation and the ability to work collaboratively with various stakeholders, including government authorities and international experts. The specialist will be responsible for drafting regulations related to pesticide activities, including licensing, sales, and supervision. Additionally, the role involves developing strategies for extended producer responsibility and managing pesticide containers, ensuring that the legal framework aligns with sustainable agricultural practices. The specialist will also prepare reports and perform other duties related to pesticide legislation as needed. This position is vital for enhancing the regulatory framework governing pesticide use and ensuring environmental sustainability in agricultural practices.

Duties and Responsibilities:
The National Legal Specialist will have the following duties and responsibilities:
  • Develop a draft regulation on the licensing of key pesticide activities, including the sale, special uses, and import of pesticides. Engage in discussions with the FAO legal team, technical team, and national counterparts to refine the draft.
  • Create new regulations for the control and supervision of pesticide sales and agrochemicals, providing relevant recommendations based on best practices.
  • Revise existing legislation or develop new regulations to implement a new online pesticide management system within the Ministry of Agriculture.
  • Support the development of a strategy for extended producers' responsibility and container management, identifying necessary legislative changes and drafting required regulations or amendments.
  • Prepare an end-of-assignment report summarizing the work completed and outcomes achieved.
  • Perform any other related duties as required, contributing to the overall effectiveness of pesticide legislation in Kyrgyzstan.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • A university degree in Law.
  • A minimum of 5 years of experience in agricultural legislation and regulation.
  • Working knowledge of English, as well as working knowledge of Russian and Kyrgyz.
  • Candidates must be nationals or residents of the Kyrgyz Republic.
