Job Posting Organization: The UNESCO Institute for Statistics (UIS) serves as the statistical office of UNESCO and acts as the UN depository for global statistics in education, science, technology, innovation, culture, and communication. Established to enhance the statistical program of UNESCO, UIS has been operational for over 25 years, significantly improving the quality and relevance of statistics in these fields. The organization is dedicated to developing methodologies, standards, and indicators essential for achieving Sustainable Development Goal 4 (SDG 4) – Education 2030, and works closely with various partners to ensure effective data collection and dissemination. Job Overview: The consultant will be responsible for conducting a comprehensive analysis of the efficiency of the UIS's education statistics functions, focusing on the allocation of staff across various units. This role involves benchmarking UIS's performance against relevant organizations, assessing inputs and outputs, and providing recommendations for organizational structure and staffing. The consultant will develop an analytical framework to measure UIS efficiency, compile and analyze data on outputs and staffing, and produce documents summarizing findings and recommendations. The position requires collaboration with UIS senior staff and other team members to ensure that recommendations are integrated into a larger report that addresses UIS's mandate and business model.
Duties and Responsibilities:
Data Analysis on UIS Efficiency: Develop an analytical framework for assessing UIS efficiency, including measuring inputs against outputs and evaluating staff allocation. Compile data on UIS outputs and staffing, estimate costs, and summarize findings in tables or graphs.
Benchmarking on Organizational Efficiency: Select comparator organizations and analyze their outputs and inputs, focusing on outputs per staff. Produce a document comparing UIS efficiency to that of relevant units at comparator organizations.
Analysis of UIS Organizational Structure: Analyze the internal organization of UIS, including staff composition by function and seniority level, and compare it to peer institutions.
Organizational and Staffing Review: Produce recommendations on staffing for key sections at UIS based on the Transformation Proposal.
Contributions to Project Deliverable: Collaborate with team members to revise and integrate staffing recommendations into a larger report.
Required Qualifications: Candidates must possess an advanced degree (Master’s or PhD) in Business, Business Administration, Economics, Data Science, Public Policy, or a related field. A minimum of 5 years of relevant work experience is required, with proven expertise in measuring and optimizing organizational efficiency. Candidates should demonstrate experience in organizational design, staffing optimization, and resource allocation. Proficiency in both quantitative and qualitative methods for performance assessment is essential, along with excellent verbal and written communication skills in English.
Educational Background: An advanced degree (Master’s or PhD) in a relevant field such as Business, Business Administration, Economics, Data Science, or Public Policy is required for this position. This educational background is crucial for understanding the complexities of organizational efficiency and data analysis.
