Job Overview: The Coordinator for Programs/Grants will oversee all ongoing and upcoming programs in the Central African Republic (CAR). Currently, there are five projects funded by various donors, including UNICEF, FH, CDCS, ECHO, and AFD. The role involves developing a robust programmatic strategy and grant management tools to adapt to changing funding landscapes and operational contexts. The position requires a strong technical profile with experience in emergencyhumanitarian assistance, monitoring and evaluation, and program management. The Coordinator will also be responsible for ensuring the sustainability of water and sanitation infrastructure, enhancing security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and managing community engagement initiatives. The position is critical in navigating the challenges posed by reduced humanitarian funding and complex security conditions in the region.
Duties and Responsibilities:
Oversee the implementation and negotiation of ongoing programs and projects, ensuring compliance with donor requirements and organizational standards.
Monitor and evaluate project progress, providing technical support and guidance to program managers.
Develop and implement a comprehensive budget tracking system to enhance financial visibility and accountability.
Coordinate with various stakeholders, including local NGOs, government agencies, and community groups, to ensure effective program delivery.
Lead capacity-building initiatives for program staff, enhancing their skills in project management and reporting.
Facilitate regular budget review meetings with finance and logistics departments to ensure alignment with project goals.
Manage the response to emergencies, ensuring rapid deployment of resources and personnel as needed.
Participate in sectoral coordination meetings and contribute to the development of strategic plans for SI in CAR.
Ensure adherence to safety and security protocols for staff and program activities in a challenging environment.
Required Qualifications:
A Master's degree in a relevant field related to humanitarian project management is preferred.
A minimum of five years of experience in the humanitarian sector, with at least two years in a similar role.
Strong knowledge of donor regulations and funding mechanisms, particularly with DG ECHO, CCDS, UNICEF, FH, AFD, and BHA.
Proven experience in budget management and financial oversight.
Excellent managerial skills, with the ability to lead and support remote teams effectively.
Strong organizational and prioritization skills, with the capacity to manage multiple tasks simultaneously.
High resilience to stress and adaptability to changing circumstances.
Familiarity with SI's specific tools and methodologies is highly desirable.
Educational Background: Candidates should ideally possess a Master's degree related to humanitarian project management or a similar field. Relevant certifications in project management or humanitarian response are also advantageous.
Experience: Candidates should have a minimum of five years of experience in the humanitarian sector, with at least two years in a program coordination role. Experience in managing grants and budgets, as well as leading teams in challenging environments, is essential. Previous experience in a security-sensitive context is highly valued.
Languages: Fluency in French is mandatory, while proficiency in English is considered an asset. Knowledge of local languages is a plus.
Additional Notes: This is a salaried position with a gross monthly salary starting from EUR 2860, which includes a base salary and a 10% annual leave allowance paid monthly. A monthly per diem is also provided. SI covers housing and travel expenses between the expatriate's home country and the duty station. The position includes a break system, allowing for 7 working days off every three months, with additional rest days accrued. Expatriates receive comprehensive health insurance covering medical expenses, including vaccinations and malaria treatment. Living conditions in Bangui are moderate, with access to various amenities and social activities, although security measures must be observed due to the fragile political context.
