Job Overview: The Deputy Representative, Operations at UNICEF will play a crucial role in leading operational functions to ensure effective service delivery for children. The Deputy Representative will also oversee the implementation of governance systems and policies, ensuring that operations are aligned with UNICEF's mission and objectives.
Duties and Responsibilities: The Deputy Representative, Operations will be responsible for the following duties:
Lead and manage the office in the absence of the Head of Office, ensuring smooth operations.
Manage services in key operational areas including budget, financial management, facilities management, administration, supply and logistics, information technology, human resources, and safety and security.
Act as a member of the Country and Senior Management Teams, representing organizational risk and governance perspectives.
Provide strategic insights to anticipate challenges and propose viable solutions.
Support the country office during audits and implement recommendations.
Guide supply and logistics strategies to meet programmatic needs while ensuring value for money.
Lead facility management initiatives focusing on accessibility and sustainability.
Oversee business transactions processed by GSSC, ensuring efficiency and risk management.
Promote a culture of excellence in operations and foster staff development. 1
Engage in resource mobilization and partnership development to support UNICEF's mission.
Required Qualifications: Candidates must possess an Advanced University Degree (Master’s or higher) in Business Management, Financial Management, Accounting, Public Finance, or related fields. A full professional accounting designation from a recognized institute is also acceptable. The role requires a minimum of 8 years of professional experience in operations management, specifically in areas such as budget, financial management, facilities management, and human resources. Experience in the development sector or UN system is preferred, along with familiarity with corporate ERPs and IPSAS. Strong analytical skills and the ability to manage complexity and change are essential.
Educational Background: An Advanced University Degree (Master’s and above) in relevant fields such as Business Management, Financial Management, Accounting, Public Finance, or related operations functions is required. Alternatively, a full professional accounting designation from an internationally recognized body is acceptable. This educational background is crucial for understanding the complexities of operations management within UNICEF.
Experience: The position requires at least 8 years of professional experience at both national and international levels, specifically in implementing strategic organizational initiatives in operations management. Experience in the development sector, UN system, or international NGOs is highly desirable. Additional experience in audit, investigations, safety and security, and grant management is preferred. Familiarity with Results Based Management and strategic operations is a strong asset, along with experience in working with corporate ERPs and IPSAS.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration within diverse teams and with stakeholders.
