In the context of the ongoing conflict in Ukraine, IOM is actively involved in supporting displaced persons and enhancing the capacity of national authorities to respond to migration challenges.

Job Overview:
The National Consultant for Communication Strategy Implementation will play a crucial role in supporting the General Inspectorate for Migration (GIM) of Moldova in enhancing its communication strategy and related activities. This position is particularly significant given the ongoing challenges posed by the influx of displaced persons from Ukraine due to the conflict. The consultant will be responsible for developing and implementing effective communication strategies that ensure accurate and timely information is disseminated to all stakeholders, including Ukrainian refugees. The consultant will work closely with various stakeholders, including the Ministry of Internal Affairs, GIM staff, and IOM's Media and Communications Unit, to ensure that the communication efforts align with the national objectives and the needs of the affected populations. The consultant will also focus on improving the public image of GIM and increasing public confidence in its activities.

Duties and Responsibilities:
  • Support the development and implementation of GIM's communication strategy and related activities.
  • Research and propose models for a user-friendly and informative GIM website, ensuring compliance with e-governance principles and national legislation.
  • Assist in redesigning and uploading editorial content for the GIM website as part of its upgrade.
  • Ensure that information on the upgraded website is available in Romanian, English, and Russian.
  • Enhance GIM's public image by improving understanding of its activities and achievements among various beneficiaries and target audiences.
  • Plan and organize GIM information campaigns and media events.
  • Build communication capacity within GIM staff through training sessions, particularly in crisis communication.
  • Ensure accessibility of information on GIM's website and media channels for individuals with disabilities.
  • Conduct surveys among users of GIM services, including Ukrainian refugees, to assess website accessibility and ease of use, and implement necessary improvements. 1
  • Produce and distribute media products in various formats, including press releases and success stories, across GIM's website and social media channels. 1
  • Promote the benefits of accepting and integrating foreigners into local communities through targeted campaigns. 1
  • Coordinate document drafts with GIM to ensure alignment with institutional input. 1
  • Strengthen relationships with media representatives and prepare reports on activities as needed.

Required Qualifications:
  • Higher degree (Bachelor or Master) in Media, Communication, or a related field from an accredited institution.
  • Strong background with at least 3 years of experience in communication or public relations.
  • Proven experience in maintaining and updating websites.
  • Professional experience in utilizing social media for communication purposes.
  • Previous work experience with the General Inspectorate for Migration is considered a strong asset.
  • Excellent analytical and reporting skills for clear and concise communication.
  • Strong collaborative skills with national institutions and stakeholders.
  • Personal commitment, efficiency, flexibility, and a drive for results.
  • Ability to work effectively with diverse colleagues and stakeholders.

Educational Background:
Candidates must possess a higher degree, either a Bachelor’s or Master’s, in Media, Communication, or a related field from an accredited academic institution. This educational background should be complemented by relevant communication skills and professional experience that aligns with the responsibilities of the position.

Experience:
The position requires a strong background in communication or public relations, with a minimum of 3 years of relevant experience. Candidates should have experience in maintaining and updating websites, as well as professional experience in using social media effectively. Previous work experience with the General Inspectorate for Migration is considered a significant advantage. The consultant should also demonstrate excellent analytical skills and the ability to report information clearly and concisely, including making recommendations based on analyses.

Languages:
Fluency in Romanian, English, and Russian, both written and verbal, is mandatory for this position. The ability to communicate effectively in these languages is essential for the successful implementation of the communication strategy and for engaging with various stakeholders, including beneficiaries and media representatives.

Additional Notes:
The consultancy is expected to be conducted on a full-time basis, with an estimated 40 work hours allocated per week. The place of work will be at the premises of the General Inspectorate for Migration in Chisinau, Moldova. Remote work may be permitted for certain activities with prior consent from GIM. Payment will be made monthly upon submission and approval of activity reports and timetables. The consultant must adhere to IOM's Data Protection Principles and maintain confidentiality throughout the consultancy. Additionally, any offer made to the candidate is subject to funding confirmation, and the appointment will require certification of medical fitness and verification of residency and visa requirements, where applicable.
