Job Overview: The position involves providing consultancy services for the design, coordination, and implementation of an Inclusive Digital Transformation Facility in Colombia. This role is crucial in ensuring that digital transformation initiatives are inclusive and accessible to all segments of the population, particularly marginalized and underserved communities. The consultant will be expected to engage with various stakeholders, including government agencies, civil society organizations, and the private sector, to foster collaboration and ensure that the digital transformation efforts align with national development goals. The consultant will also be responsible for developing strategies that promote digital literacy and access to technology, thereby enhancing the overall impact of digital initiatives in the country.
Duties and Responsibilities:
Design and develop a comprehensive framework for the Inclusive Digital Transformation Facility, ensuring alignment with national priorities and international best practices.
Coordinate with relevant stakeholders to facilitate the implementation of digital transformation initiatives, ensuring inclusivity and accessibility.
Conduct assessments to identify gaps in digital access and literacy among different population groups, and propose targeted interventions.
Develop and implement training programs aimed at enhancing digital skills among marginalized communities.
Monitor and evaluate the effectiveness of digital transformation initiatives, providing recommendations for improvement.
Prepare reports and presentations for stakeholders, highlighting progress, challenges, and opportunities in the digital transformation landscape.
Facilitate workshops and meetings to promote knowledge sharing and collaboration among stakeholders involved in digital initiatives.
Required Qualifications:
Proven experience in digital transformation projects, particularly in developing countries.
Strong understanding of inclusive development principles and practices.
Excellent project management skills, with the ability to coordinate multiple stakeholders and initiatives.
Strong analytical and problem-solving skills, with the ability to assess complex situations and propose effective solutions.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse audiences.
Educational Background: A Master's degree in Information Technology, Development Studies, Social Sciences, or a related field is required. Additional certifications in project management or digital transformation will be an advantage.
Experience: A minimum of 5 years of relevant professional experience in digital transformation, inclusive development, or related fields is required. Experience working with international organizations or NGOs is highly desirable.
Languages: Fluency in Spanish is mandatory, as the position is based in Colombia. Proficiency in English is also required, and knowledge of other languages will be considered an asset.
Additional Notes: The contract duration for this consultancy is twelve (12) months. The position is classified as an individual contractor role, and it is expected to be full-time. The consultant will be required to work closely with the UNDP office in Colombia and may need to travel within the country as part of their duties. Compensation will be commensurate with experience and in line with UNDP's policies.
