Job Overview:
The position of Category B Consultant is integral to the IOM's project titled 'Combatting Trafficking in Persons in Armenia: Improving Victim Identification and Referral Systems'. This project is a two-year initiative funded by the IOM Development Fund, aimed at strengthening the protection of migrant rights and combating human trafficking in Armenia. The consultant will be responsible for conducting a comprehensive review of the existing legal framework regulating the National Referral System in Armenia, identifying gaps and weaknesses, and proposing amendments to enhance the effectiveness of victim identification and referral processes. The consultant will work closely with various stakeholders, including governmental and non-governmental organizations, to ensure that the legal framework reflects the current realities and complexities of labor migration in Armenia. This role requires a deep understanding of the legal and institutional landscape surrounding trafficking in persons and migration law, as well as the ability to engage with diverse stakeholders to facilitate meaningful discussions and feedback on proposed legal amendments.

Duties and Responsibilities:
The consultant will undertake several key tasks under the supervision of the Head of Office and the Programme Officer. These tasks include:
  • Conducting a thorough review of the existing legal framework regulating the National Referral System in Armenia, analyzing government decisions and related legal acts to identify gaps and weaknesses.
  • Assessing existing referral mechanisms for victims of trafficking in persons (TiP) and evaluating how to effectively integrate them into the legal frameworks.
  • Conducting interviews with relevant governmental and non-governmental stakeholders, as well as international organizations, to gather insights and complement the results of the legal review.
  • Developing a set of amendments for the legal acts regulating the National Referral System based on the findings from the desk review and stakeholder interviews.
  • Preparing a draft package of amendments that provides clear guidelines for national and local actors to ensure effective identification and referral of victims of trafficking.
  • Presenting the draft amendments for discussion among government stakeholders, international organizations, and civil society organizations, and finalizing the package based on feedback received. The consultant will also be responsible for delivering results consistent with the agreed Terms of Reference and demonstrating professional competence throughout the consultancy.

Required Qualifications:
The ideal candidate for this position must possess an advanced university degree in law or other formal education relevant to the assignment. Additionally, the candidate should have at least 5 years of proven experience in developing national policies and legal acts, particularly in the areas of trafficking in persons, migration law, and labor rights. Experience working with public administrations, local authorities, and organizations focused on combatting trafficking in persons and migration management is essential. Familiarity with international organizations and UN agencies is considered an advantage. The candidate must also demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and a commitment to upholding the values of IOM.

Educational Background:
Candidates must hold an advanced university degree in law or possess other formal education that is relevant to the consultancy assignment. This educational background is crucial for understanding the complexities of legal frameworks and the specificities of trafficking in persons and migration law.

Experience:
The position requires a minimum of 5 years of relevant experience in the development of national policies and legal frameworks. Candidates should have a strong background in trafficking in persons, migration law, and labor rights, with demonstrated experience in working with public administrations and local authorities. Previous involvement with international organizations and UN agencies is highly desirable, as it indicates familiarity with the operational context and standards expected in such environments.

Languages:
Fluency in Armenian and English is mandatory for this position. The ability to communicate effectively in both languages is essential for conducting interviews, drafting legal amendments, and engaging with stakeholders. Proficiency in additional languages, particularly French and Spanish, is considered a valuable asset, as IOM operates in multiple languages and may require communication with diverse international partners.

Additional Notes:
The consultancy is subject to funding confirmation and will require the candidate to be medically fit for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The organization has a zero-tolerance policy regarding conduct that is incompatible with its aims and objectives, including discrimination and harassment.
