Job Overview:
The position of Programme Specialist is situated within the section of Global Citizenship and Peace Education at UNESCO, which is dedicated to enhancing the relevance of education systems in addressing global challenges such as peace, justice, human rights, and democracy. The role emphasizes a holistic, gender-transformative, culturally sensitive, and human rights-based approach to education. The Programme Specialist will work under the authority of the Chief of Section and will be directly supervised by the Programme Specialist who is the focal point for hate speech. The primary focus of this role is to contribute to the development and coordination of activities related to global citizenship education, particularly in addressing antisemitism and racism through educational initiatives. This includes supporting educational research, technical guidance, and capacity-building opportunities for stakeholders in education, as well as coordinating the development of UNESCO publications on these themes. The Programme Specialist will also provide logistical and administrative support for organizing conferences and workshops aimed at addressing antisemitism through education, while also engaging in fundraising and communication efforts to promote these initiatives.

Duties and Responsibilities:
The Programme Specialist will be responsible for a variety of duties, including:
  • Supporting the development of educational research and technical guidance on addressing antisemitism through education, including Holocaust remembrance and education.
  • Coordinating the development of UNESCO publications on addressing antisemitism in various educational contexts, including sports education and higher education.
  • Providing substantive, logistical, and administrative support for organizing sub-regional Ministerial conferences, workshops, and dialogues focused on antisemitism in education.
  • Supporting initiatives aimed at addressing racism, prejudice, and discrimination through education.
  • Assisting in fundraising efforts, including the development of concept notes and project proposals.
  • Engaging in communication efforts, including managing the website and social media outreach related to these activities.
  • Advocating for resource mobilization and outreach on all aforementioned activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in education, social sciences, international relations, or related fields, with a strong background in addressing contemporary forms of antisemitism and racism through education. Additionally, candidates should have excellent written and oral communication skills, proven analytical and organizational abilities, and the capacity to coordinate events effectively. A strong sense of ethics, professional integrity, and the ability to work under pressure while managing high workloads and tight deadlines are essential. Proficiency in MS Office and excellent interpersonal skills are also required.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as education, social sciences, or international relations. Candidates should have a strong understanding of contemporary issues related to antisemitism and racism in educational contexts.

Experience:
Candidates should have a minimum of 2 years of relevant professional experience, with at least 1 year acquired at the international level. Previous experience in dealing with contemporary antisemitism or prejudice and discrimination through education is preferred, particularly in an international context. Experience in resource mobilization and event coordination is also desirable.

Languages:
Excellent knowledge of English is mandatory for this position. Knowledge of another official language of UNESCO, such as Arabic, Chinese, French, Russian, or Spanish, is considered an asset and is highly desirable.
