Job Overview: The position of Two National Consultants to conduct the Project Evaluation is aimed at evaluating the 'Building sustainable and inclusive peace, strengthening trust and social cohesion in Moldova' project. The consultants will be responsible for assessing the project's effectiveness, efficiency, relevance, and sustainability. They will analyze the project's impact on social cohesion and trust within communities in Moldova, providing insights and recommendations for future initiatives. The consultants are expected to engage with various stakeholders, including local communities, government officials, and civil society organizations, to gather qualitative and quantitative data. The evaluation will also involve reviewing project documentation, conducting interviews, and facilitating focus group discussions. The consultants will work closely with UNDP to ensure that the evaluation aligns with the organization's standards and methodologies.
Duties and Responsibilities:
Conduct a comprehensive evaluation of the 'Building sustainable and inclusive peace, strengthening trust and social cohesion in Moldova' project, focusing on its objectives, outcomes, and overall impact.
Develop an evaluation framework and methodology that includes both qualitative and quantitative approaches.
Collect and analyze data through surveys, interviews, and focus group discussions with stakeholders.
Review project documentation, including reports, proposals, and monitoring data, to assess project performance.
Engage with local communities, government officials, and civil society organizations to gather insights and perspectives on the project's implementation.
Prepare a detailed evaluation report that includes findings, conclusions, and actionable recommendations for future projects.
Present the evaluation results to UNDP and relevant stakeholders, facilitating discussions on lessons learned and best practices.
Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
Additional certifications in project evaluation or monitoring and evaluation methodologies are desirable.
Experience:
A minimum of 5 years of relevant professional experience in project evaluation or related fields.
Experience working in Moldova or similar contexts is highly desirable.
Demonstrated experience in engaging with local communities and stakeholders in evaluation processes.
Languages:
Fluency in Romanian and Russian is mandatory.
Proficiency in English is an asset, as it will facilitate communication with UNDP and international stakeholders.
Additional Notes:
The contract duration is expected to be for the duration of the evaluation process, with specific timelines to be agreed upon with UNDP.
This position is classified as an individual contractor role, and the consultants will be expected to work on a full-time basis during the evaluation period.
Compensation will be based on UNDP's standard rates for individual contractors, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
