Job Overview: The Consultant will play a crucial role in the project aimed at strengthening the responses to combat human trafficking in Nigeria. This position involves developing and revising training manuals focused on victim-centered adjudication of trafficking cases, as well as delivering training sessions to judges. The consultant will work closely with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and other stakeholders to ensure that the training materials are relevant and effective. The role requires a deep understanding of the legal framework surrounding human trafficking, as well as the ability to engage with various stakeholders in the criminal justice system. The consultant will also be responsible for conducting desk research, facilitating workshops, and drafting comprehensive reports on the progress and outcomes of the training initiatives.
Duties and Responsibilities:
Develop a detailed work plan and methodology for the consultancy in coordination with NAPTIP and the project team.
Conduct desk research to gather relevant data and information for the assignment.
Submit an inception report outlining the approach and expected outcomes of the consultancy.
Revise training manuals on adjudicating human trafficking cases, ensuring alignment with national legislation and international best practices.
Develop a facilitator's guide that includes detailed instructions for training sessions, methodologies, and evaluation tools.
Facilitate a review and validation workshop with stakeholders to finalize the training manual.
Collaborate with other consultants to develop comprehensive casework on trafficking in persons, addressing legal issues in criminal trials.
Facilitate three training sessions, including one workshop specifically for judges and two joint workshops with investigators and prosecutors.
Develop sentencing guidelines and practice directions for judges handling human trafficking cases. 1
Undertake necessary travel to fulfill the consultancy tasks. 1
Draft and submit a comprehensive final report detailing the consultancy's findings and recommendations.
Required Qualifications:
An advanced university law degree from an accredited institution with certification to practice in Nigeria.
A minimum of twenty years of experience in the field of criminal justice (fifteen years for candidates with a first-level university degree).
Specific experience in handling cases of trafficking in persons and smuggling of migrants is highly advantageous.
Proven experience in developing training manuals and executing training programs.
Demonstrated ability to create sentencing guidelines and other adjudication resources.
In-depth knowledge of the Nigerian judicial system and experience working with judicial officers.
Understanding of the dynamics of trafficking in persons and smuggling of migrants in Nigeria, including national and global issues.
Experience in coordinating complex programs involving multiple partners and stakeholders.
Strong facilitation skills and the ability to meet deadlines. 1
