Job Overview:
The Communication and Monitoring and Evaluation Officer will play a pivotal role in the project titled 'Africa-Europe Partnerships for Culture: Promoting Culture and Heritage-based Sustainable Tourism in Southern Africa.' This project, funded by the European Union, aims to enhance sustainable tourism through cultural and heritage initiatives across six Southern African nations: Botswana, Eswatini, Lesotho, Namibia, South Africa, and Zimbabwe. The officer will be responsible for leading communication strategies and ensuring effective monitoring and evaluation of project outcomes. This includes developing communication materials, managing public relations, and establishing a robust monitoring system to track project progress and impact. The role requires collaboration with various stakeholders, including UNESCO, EU, and local partners, to ensure alignment with project goals and effective dissemination of information.

Duties and Responsibilities:
  • Lead the design and implementation of the communication strategy for the project, ensuring alignment with EU and UNESCO guidelines.
  • Develop and produce communication materials such as web stories, press releases, social media content, and reports.
  • Coordinate public relations and media relations efforts, working closely with communication officers from partner organizations.
  • Monitor and evaluate the effectiveness of communication activities and report on their impact.
  • Oversee the monitoring and evaluation processes for the project, ensuring data collection aligns with project indicators.
  • Maintain a real-time monitoring system to track project progress and outcomes.
  • Collaborate with project coordinators and stakeholders to adapt tools for effective data management and analysis.
  • Conduct data quality assurance checks and prepare progress reports detailing project achievements.
  • Coordinate evaluations as outlined in the project framework.

Required Qualifications:
  • Advanced University degree (master’s degree or equivalent) in Communication, Journalism, Social Sciences, Monitoring and Evaluation, Development Studies, Project Management, or a related field.
  • A minimum of three years of relevant professional experience in communication, monitoring and evaluation, or project management.
  • Proven experience in communication strategies and monitoring and evaluation frameworks.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent interpersonal skills and the ability to work effectively in a multicultural environment.
  • Proficiency in IT and communication technologies.

Educational Background:
Candidates must possess an advanced university degree, such as a master's degree or equivalent, in fields related to communication, journalism, social sciences, monitoring and evaluation, development studies, or project management. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to fulfill the responsibilities of the position effectively.

Experience:
The position requires a minimum of three years of progressively responsible experience in relevant fields such as communication, monitoring and evaluation, or project management. Languages:
