Job Overview: The Aviation Safety Officer position at WFP is crucial for ensuring the safety and compliance of aviation operations within the organization. The officer will be responsible for providing technical support in the generation, analysis, and management of aviation safety information. This role involves working closely with the Regional Aviation Safety Officer (RASO) and requires a deep understanding of aviation safety policies and practices. The officer will conduct assessments of Air Operator Certificate Holders, analyze safety data, and produce reports to ensure that WFP's aviation activities meet the highest safety standards. The position also entails training aviation staff on safety matters and participating in safety evaluations and investigations. The successful candidate will play a key role in promoting safe aviation operations and contributing to the overall mission of WFP.
Duties and Responsibilities:
Conduct periodic assessments of Air Operator Certificate Holders contracted by WFP to ensure compliance with regulations and contractual requirements, completing evaluation reports as specified.
Process hazard and occurrence reports for analysis and risk assessments, reporting safety concerns to the RASO.
Produce required reports for the ASU Safety Communication System and propose changes to align with best practices.
Draft revisions to Aviation Safety Unit Manuals and Guidance Materials to promote innovation.
Provide technical advice and training to aviation staff on safety matters.
Monitor aviation safety, identify hazards, and ensure quality control systems are in place.
Collect and analyze safety data, preparing reports as per ASU procedures.
Participate in safety evaluations and investigations as a Team Leader or Member.
Analyze aviation safety occurrences and track corrective actions. 1
Assist in managing aviation safety services and support the implementation of safety programs. 1
Provide advice and disseminate information to aviation staff in other offices. 1
Act in an emergency response capacity as required. 1
Perform other duties as assigned by the Chief Aviation Safety Unit or RASO.
Required Qualifications: Candidates must possess specialized knowledge of aviation safety principles and practices, including occurrence reporting systems and accident investigation. They should be certified in audits or evaluation methodologies and have a strong understanding of Aviation Safety Management Systems. Good communication skills are essential, as the role requires interaction with various stakeholders. The candidate should demonstrate a willingness to learn, promote teamwork, and adapt to changing contexts. Knowledge of UN/WFP specific processes is also beneficial.
Educational Background: A first university degree in Aviation Sciences, Aeronautics, Aviation Engineering, Airport Management, Air Transport Management, or a related field is required. Candidates should hold or have held relevant licenses such as an Airline Transport Pilot License, Commercial Pilot License, Air Traffic Control License, or equivalent qualifications.
Experience: A minimum of five years of relevant post-graduate professional experience is required, with at least three years specializing in operational aviation safety or a safety regulatory framework. This experience should include practical knowledge of aviation safety management and compliance.
Languages: Fluency in English is mandatory, and proficiency in the local language of the duty station is preferred if different. Candidates should be able to communicate effectively in both languages to fulfill the role's requirements.
