The South East Asia and Pacific Multi Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. It supports UNOPS projects across 24 countries in North East Asia, South East Asia, and the Pacific. The head office is located in Bangkok, Thailand, and oversees nine business units, focusing on various sectors including energy transition, digital transformations, and climate change. UNOPS has been operational in Indonesia since 2005, investing over $200 million in projects aimed at infrastructure development, environmental protection, and post-disaster recovery.

Job Overview:
The Technical Specialist - Environmental will play a crucial role in providing technical support to the Project Management Unit (PMU) and coordinating with ASEAN Member States (AMS) stakeholders. This position is designed to bridge technical gaps and ensure that regional actions are well-coordinated and aligned with AMS needs. The Specialist will report to the International Project Coordinator and will be responsible for providing technical inputs across the project portfolio, supervising contractors, and ensuring that project deliverables meet quality standards. The role emphasizes the importance of technical expertise in project execution and aims to enhance the capacity of the PMU and its stakeholders.

Duties and Responsibilities:
  • Deliver high-level technical inputs across the SEA-MaP portfolio, focusing on marine plastics and circular economy solutions.
  • Provide quality assurance for technical deliverables, ensuring alignment with global best practices and project goals.
  • Supervise and mentor contractors to ensure adherence to technical standards and timelines.
  • Offer strategic oversight and advice on technical aspects of project activities.
  • Collaborate with the PMU to monitor project implementation, ensuring consistency with assignment objectives.
  • Facilitate effective technical communication and coordination with AMS stakeholders.
  • Provide technical support and capacity development to AMS and institutional stakeholders.
  • Develop and implement mentoring, coaching, and hands-on guidance programs for contractors.
  • Prepare technical reports, briefs, and presentations summarizing project findings and recommendations.

Required Qualifications:
  • A minimum advanced university degree (Master’s or equivalent) in relevant disciplines such as Environmental Science, Environmental Engineering, or Marine Biology.
  • A first university degree (Bachelor’s or equivalent) with two additional years of relevant experience may be considered in lieu of an advanced degree.
  • At least five years of relevant professional experience in marine plastic pollution or environmental sustainability.
  • Experience in managing stakeholder relations and producing high-quality documents is required.
  • Familiarity with World Bank projects and ASEAN institutional frameworks is highly desirable.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as Environmental Science, Environmental Management, or Sustainability Studies. A Bachelor’s degree in these fields, combined with two additional years of relevant experience, may also be acceptable.

Experience:
Candidates should have at least five years of relevant professional experience in marine plastic pollution, environmental sustainability, or related research areas. Experience in managing complex, multi-stakeholder projects and stakeholder engagement within an international context is an asset. Familiarity with regulations and policies related to waste management and recycling is also required.

Languages:
Fluency in written and oral English is required. Knowledge of another official UNOPS language is considered an asset.

Additional Notes:
The position is an International ICA Contract at level ICS 10 / IICA-2, with a contract duration ongoing until September 30, 2026, subject to funding and performance.
