Job Overview:
The position of Consultant National Expert en Planification, Politiques Publiques et Suivi-Évalu involves providing support in establishing a monitoring and evaluation mechanism for the performance of the five-year political program (PPQ) of the Head of State in Chad. The consultant will be responsible for developing strategies and frameworks that will ensure effective tracking of the program's progress and outcomes. This role requires a deep understanding of public policy planning and evaluation processes, as well as the ability to work collaboratively with various stakeholders to enhance the program's effectiveness. The consultant will also be expected to analyze data, prepare reports, and provide recommendations based on findings to improve the implementation of the PPQ.

Duties and Responsibilities:
  • Develop and implement a comprehensive monitoring and evaluation framework for the PPQ.
  • Collaborate with government officials and other stakeholders to gather relevant data and insights.
  • Analyze program performance data and prepare detailed reports highlighting key findings and recommendations.
  • Facilitate workshops and training sessions to enhance the capacity of local teams in monitoring and evaluation practices.
  • Provide ongoing support and guidance to ensure the effective execution of the evaluation mechanisms.
  • Identify challenges and propose solutions to improve program delivery and outcomes.
  • Ensure compliance with UNDP policies and procedures throughout the evaluation process.
  • Maintain effective communication with all stakeholders involved in the program.

Required Qualifications:
  • Proven expertise in public policy planning and evaluation.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Familiarity with UNDP's operational procedures and guidelines is an asset.
  • Ability to work independently and manage multiple tasks effectively.
  • Strong problem-solving skills and a proactive approach to challenges.

Educational Background:
A Master's degree in Public Administration, Political Science, Social Sciences, or a related field is required. Additional certifications in monitoring and evaluation or project management would be advantageous.

Experience:
A minimum of 5 years of relevant experience in public policy planning, monitoring, and evaluation is required. Experience working with governmental or international organizations, particularly in the context of Chad or similar environments, is highly desirable. Proven track record of successfully implementing monitoring and evaluation frameworks in complex projects will be an asset.

Languages:
Fluency in French is mandatory, as it is the official language of Chad. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and partners.

Additional Notes:
The contract duration for this position is six (6) months of effective work. The consultant will be expected to submit their proposals directly through the UNDP supplier portal by the specified deadline. This position is open to both national and international candidates, and it is a full-time engagement. Compensation and benefits will be aligned with UNDP's policies and the consultant's qualifications and experience.
