Job Overview: The HR Officer (Partnerships) will be responsible for managing and enhancing strategic relationships with donor countries and entities, focusing on improving the employee experience for sponsored personnel, including Junior Professional Officers (JPOs), trainees, and UN Volunteers. This role involves overseeing the entire employee lifecycle, from recruitment and onboarding to performance management and offboarding. The incumbent will ensure that the HR needs of the organization align with donor expectations, fostering sustainable partnerships. The position requires strong communication skills, the ability to manage multiple stakeholders, and a commitment to enhancing the employee experience.
Duties and Responsibilities:
Manage HR Partnerships modalities, exploring opportunities for deploying sponsored personnel.
Maintain strong relationships with donors regarding the operational management of sponsored personnel.
Ensure timely and transparent communication with donors, serving as a point of contact for inquiries.
Coordinate financial and administrative processes for sponsored positions with relevant sections.
Monitor and produce regular reports and briefings for internal and donor stakeholders.
Enhance employee experience for JPOs and sponsored personnel by coordinating recruitment, onboarding, training, and offboarding processes.
Advise and support sponsored personnel throughout their tenure, facilitating their adjustment and engagement.
Design and oversee onboarding programs specific to sponsored personnel, ensuring a structured introduction to the organization.
Organize orientation sessions, training activities, and networking opportunities. 1
Collaborate with HR Learning and Development to identify learning opportunities aligned with organizational needs. 1
Track performance and development milestones, addressing any performance shortcomings. 1
Establish regular check-ins to assess job satisfaction and gather feedback. 1
Facilitate offboarding procedures, ensuring all administrative and logistical requirements are met.
Minimum of 4 years of relevant professional experience in human resources management, HR partnerships management, or related areas, with at least 2 years at the international level.
Excellent communication skills, both oral and written.
Strong interpersonal skills and ability to build trust-based relationships.
Excellent coordination, organization, and planning skills; strong analytical and problem-solving abilities.
Ability to deliver high-quality service in a timely manner with a strong client orientation focus.
Ability to work under pressure and manage multiple stakeholders effectively.
Sensitivity to multicultural environments and respect for diversity.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as human resource management, business or public administration, organizational development, law, or social sciences.
Experience: Candidates should have a minimum of 4 years of relevant professional experience in human resources management or related areas, with a preference for at least 2 years of experience at the international level. Experience in staffing and recruitment functions within international or multilateral entities is highly desirable.
Languages: Candidates must have excellent knowledge (written and spoken) of English or French, with a good knowledge of the other language. Knowledge of other official UNESCO languages (Arabic, Chinese, Russian, or Spanish) is considered an asset.
Additional Notes: The position is a fixed-term contract for a duration of 2 years, renewable. The approximate annual starting salary for this post is 98,367 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
