Job Overview: The National Officer (Communications and M&E) position is integral to the success of the EU Agroforestry Skills for Employment and Resilience in Timor-Leste Programme. This role focuses on enhancing communication strategies and monitoring and evaluation (M&E) processes to ensure the effective implementation of the programme's objectives. The incumbent will work closely with various stakeholders, including government agencies, NGOs, and private sector partners, to promote the programme's visibility and impact. The position requires a proactive approach to developing communication materials, managing public relations, and ensuring that the programme's achievements are effectively communicated to all relevant audiences. Additionally, the role involves overseeing the M&E framework, ensuring that data collection and analysis are aligned with the programme's goals, and providing insights that inform decision-making and strategic planning.
Duties and Responsibilities: The duties and responsibilities of the National Officer include, but are not limited to:
Liaising with local stakeholders and partner agencies to communicate project objectives and results effectively.
Developing and implementing a comprehensive communication strategy that aligns with the programme's goals.
Creating and managing content for various communication channels, including press releases, articles, and social media.
Organizing and managing programme events, such as launches and conferences, to enhance visibility.
Conducting regular reviews of the project's Performance Plan and M&E Plan, ensuring alignment with the project Logframe and Results Matrix.
Providing technical oversight for M&E processes, including the development of tools and methodologies for data collection.
Analyzing performance data and preparing reports to guide project planning and implementation.
Training and mentoring project staff in effective communication and M&E practices.
Ensuring that all communications are consistent with ILO and donor policies and guidelines. 1
Managing the programme's visual identity and ensuring compliance with branding standards.
Required Qualifications: Candidates must possess a first-level university degree in development studies, data management/statistics, international development, social science, communication, or a related discipline. Additionally, candidates should demonstrate expertise in communications for development and monitoring and evaluation within international development programs. Experience in technical and vocational education and training (TVET) or agroforestry programmes is highly desirable. Candidates should also have a strong understanding of social and economic development trends, particularly in relation to labor and employment.
Educational Background: A first-level university degree is required, with a focus on relevant fields such as development studies, social sciences, or communications. This educational background should be complemented by practical experience in the field, particularly in roles related to communication and evaluation in development contexts.
Experience: A minimum of three years of relevant experience in communications for development and monitoring and evaluation in international development programs is required. Candidates with experience in conducting baseline surveys, managing impact evaluations, or working within the TVET or agroforestry sectors will be given preference. The ability to demonstrate a track record of successful project management and stakeholder engagement is essential.
Languages: Fluency in both Tetum and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders or contributes to the programme's objectives.
Additional Notes: The position is a fixed-term contract for 12 months, with the possibility of extension based on performance and funding availability. The role is classified at the NOB grade level, and the appointment will typically be made at the first step of this grade.
