Job Overview:
The Security and Safety Services Officer position is crucial for the effective management of security operations within the ECA. The incumbent will be responsible for conducting security risk assessments, developing and implementing security standards, and advising on safety matters for the Executive Secretary. This role requires a proactive approach to identifying security trends, managing security-related projects, and ensuring compliance with UN security policies. The officer will collaborate with various stakeholders, including UN organizations and local authorities, to enhance security measures and support the organization's mandates. The position demands a high level of professionalism, analytical skills, and the ability to make quick decisions in emergencies.

Duties and Responsibilities:
  • Assist in managing day-to-day security operations in line with UN security policies.
  • Conduct security risk assessments and develop protection measures for ECA facilities.
  • Support the Chief of Section in advisory roles regarding safety and security.
  • Maintain communication with security bodies and UN organizations.
  • Analyze the evolving security environment and provide inputs for operational responses.
  • Develop risk management strategies and assess security conditions.
  • Prepare and implement security planning documents and solutions.
  • Advise on the integration of security in UN activities.
  • Manage security-related projects and ensure alignment with organizational goals. 1
  • Monitor compliance with security preparedness and evaluation activities. 1
  • Collaborate with various stakeholders to enhance security coordination. 1
  • Conduct security training and assessments. 1
  • Support crisis decision-making and disaster recovery planning. 1

Required Qualifications:
  • Advanced university degree in relevant fields such as security management, political science, or international relations.
  • Completion of Security Certification Programme (SCP) is desirable.
  • Strong understanding of security management principles and practices.
  • Ability to analyze complex security situations and develop effective solutions.
  • Excellent communication and interpersonal skills.
  • Proven ability to work collaboratively in a multicultural environment.
  • Strong organizational and project management skills.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management, or a related field. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, a diploma from a police or military institution may substitute for a first-level degree if obtained over a minimum of three years. Completion of data analytics or related programs is an advantage.

Experience:
A minimum of five years of progressively responsible experience in security management within military, police, public, or private sectors is required. Candidates should have demonstrated experience in physical security and international security issues. Experience in data analytics or related fields is desirable, particularly if it involves security management.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French or other UN official languages is considered an asset, enhancing the candidate's profile for this role.
