Job Overview: The position of Social Protection Policy Advisor is situated within the ILO Decent Work Technical Support Team for the Arab States (DWT-Beirut). This role is primarily focused on providing policy advice and technical assistance on social protection at various levels, including regional, subregional, and national. The advisor will work to influence policies that aim to enhance access to comprehensive, well-managed, and gender-equitable social protection benefits, aligning with international labor standards. The incumbent will also be responsible for promoting and supporting development cooperation projects related to social protection in the region. This position requires collaboration with various stakeholders, including technical specialists and project staff, to ensure effective implementation of social protection initiatives.
Duties and Responsibilities:
Identify and prioritize social protection needs in the region, developing strategies and delivering high-quality technical advice to constituents at both regional and national levels.
Initiate and conduct research and analysis related to social protection to support policy formulation and enhance methodologies in this area.
Provide technical inputs and oversee the drafting of reports and publications related to social protection, ensuring quality and adherence to ILO standards.
Design tools and learning materials, and lead capacity development programs and training events in collaboration with relevant partners.
Conceptualize and submit development cooperation project proposals, engaging with donors for funding opportunities.
Provide technical backstopping for ongoing projects and facilitate knowledge sharing among various initiatives.
Perform additional relevant duties as assigned by supervisors.
Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in fields such as economics, actuarial science, law, social policy, international relations, or related areas. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should demonstrate a strong understanding of social protection frameworks and policies, as well as the ability to apply this knowledge in practical settings.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in economics, actuarial science, law, social policy, international relations, policy analysis, or a related field. A first-level university degree (Bachelor’s or equivalent) in one of these fields, along with relevant experience, is also acceptable. This educational foundation is essential for understanding the complexities of social protection systems and policies.
Experience: A minimum of seven years of experience in the field of social protection is required, with at least some of that experience at the international level. This experience should encompass a range of activities related to policy development, technical assistance, and project management in social protection contexts. Candidates should demonstrate a proven track record of working effectively in diverse environments and managing complex projects.
Languages: Candidates must have an excellent command of English, as this is the primary working language of the ILO. A working knowledge of Arabic is considered an advantage, as it will facilitate communication and collaboration within the Arab States region.
