Job Posting Organization: The position is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO) of the United Nations. The Executive Office is part of the Office for Coordination and Shared Services (OCSS), which directs and coordinates departmental efforts to ensure effective integration and management of both Departments. The DPO is responsible for preventing, responding to, and managing conflict and sustaining peace in countries where peace operations are deployed. The DPPA focuses on international peace and security" style="border-bottom: 1px dotted #007bff !important;">security, ensuring sound analysis, preventing conflict, managing political crises, and enhancing partnerships. The organization's mission is to prevent and resolve conflict through inclusive political solutions, and it operates globally, engaging in various peacekeeping and political initiatives.
Job Overview: The Human Resources Officer will play a crucial role in providing guidance and support to the Directors and Service Chiefs regarding human resources requirements and procedures. This position involves implementing departmental decisions on personnel administration, evaluating staffing needs, and coordinating human resources activities such as appointments, promotions, onboarding, and separations. The officer will monitor staffing tables, including for military and police personnel, and will be responsible for recruitment and placement activities, ensuring that job openings are reviewed and candidates are selected appropriately. The role also includes advising on entitlements, benefits, and performance management, as well as conducting data analysis to inform decision-making. The officer will be expected to maintain a high standard of professionalism and client orientation, ensuring that the needs of staff and management are met effectively.
Duties and Responsibilities: The Human Resources Officer will be responsible for a wide range of duties, including:
Providing guidance to Directors and Service Chiefs on human resources requirements and procedures.
Proposing and implementing departmental decisions on personnel administration issues.
Evaluating staffing needs and developing staffing plans.
Coordinating and monitoring human resources activities, including recruitment, onboarding, and separations.
Preparing special reports and leading human resources projects.
Identifying upcoming vacancies and coordinating with client offices.
Conducting interviews and reviewing candidate selections.
Designing and implementing induction orientation programs for new staff. 1
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Advising staff on rights, responsibilities, and code of conduct. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a strong knowledge of human resources policies, practices, and procedures, with the ability to apply them effectively in an organizational setting. The ideal candidate should demonstrate professionalism, efficiency, and a commitment to achieving results. They should also have the ability to identify issues, formulate opinions, and make recommendations. A strong client orientation is essential, as the officer will need to establish productive partnerships with clients and anticipate their needs. Additionally, the candidate should be able to incorporate gender perspectives and ensure equal participation in all areas of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience in monitoring and approving recruitment and selection processes, including offer management in systems like Inspira or similar SAP tools. Experience in overseeing HR benefits and entitlements as an HR expert is also required. Familiarity with HR modules of an ERP system, such as Umoja, for complex HR analytics is necessary. Experience managing recruitment actions for military and police personnel is desirable, as is experience working in an Executive Office or similar setting. Additionally, two or more years of experience in data analytics or a related area is preferred.
Languages: Fluency in English (both oral and written) is required for this position. Knowledge of another UN official language, such as French, is considered an advantage.
Additional Notes: This position is financed by the Support Account for Peace Operations for an initial period of one year, with the possibility of renewal subject to availability of funds. Staff members are subject to the authority of the Secretary-General and may be assigned to various functions in accordance with established rules.
