Job Overview:
The Programme Finance Analyst plays a crucial role in ensuring the effective and transparent utilization of financial resources within the UNDP Country Office. Reporting to the Deputy Resident Representative (DRR) and Operations Manager (OM), the analyst is responsible for delivering program finance services that align with UNDP's rules and regulations. This position requires a collaborative, client-oriented approach, working closely with various teams within the Country Office, UNDP headquarters, and government officials. The analyst will supervise the Financial Resources Management Unit, ensuring that financial services are delivered efficiently and effectively. The role involves analyzing and interpreting financial rules and regulations, providing solutions to complex financial issues, and ensuring compliance with internal controls and audit recommendations. The Programme Finance Analyst is expected to contribute to the annual work plan and target setting, monitor financial situations, and oversee the implementation of financial management strategies.

Duties and Responsibilities:
The Programme Finance Analyst is tasked with a comprehensive set of responsibilities, including:
  • Ensuring compliance with UNDP financial rules and regulations, implementing effective internal controls, and maintaining a client-oriented financial resources management system.
  • Mapping CO finance business processes and developing internal Standard Operating Procedures in Finance.
  • Conducting continuous analysis and monitoring of the financial situation, preparing forecasts for development and management projects, and monitoring financial exception reports.
  • Advising on budget management mechanisms and collaborating on cost-recovery designs.
  • Preparing and monitoring the management budget, analyzing budget approvals, and controlling budgetary status against authorized spending limits.
  • Managing and supervising the Financial Resources Management Unit, including workload analysis, unit workplans, coaching, and performance assessments.
  • Acting as the focal point for audits and preparing annual audit plans.
  • Ensuring effective cash management and control of CO accounts, including timely processing of transactions and compliance with IPSAS.
  • Facilitating knowledge sharing and providing training on financial management to staff. 1
  • Performing other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a professional accounting qualification from an internationally accredited institute of accountancy, or an Advanced (Masters) University Degree in Finance and/or Accounting. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Candidates with professional accounting qualifications will have a distinct advantage. Those without professional qualifications but with degrees in accountancy or finance must complete the Finance Training and Certification Programme (FTCP) if recruited. Candidates with an MBA or master's in finance without accountancy qualifications must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Educational Background:
A professional accounting qualification from an internationally accredited institute of accountancy is required, or an Advanced (Masters) University Degree in Finance and/or Accounting. A first-level university degree (bachelor’s degree) with additional qualifying experience is also acceptable. Candidates with no professional accountancy qualifications must complete the FTCP if recruited, while those with an MBA or master's in finance must undertake the AAFT to qualify for consideration.

Experience:
A minimum of 2 years of relevant experience is required for candidates with a master's degree, or 4 years for those with a bachelor's degree. Experience in providing financial management services, managing staff, and operational systems is essential. Familiarity with computers and office software, particularly advanced knowledge of spreadsheets and web-based management systems such as ERP financials, is an asset. Experience with IPSAS and/or IFRS is required for external candidates, along with relevant experience in project/programme financial management services and understanding of UN/UNDP Finance Rules and Regulations.

Languages:
Fluency in both English and Arabic is mandatory for this position. Candidates should possess strong communication skills in both languages to effectively engage with diverse stakeholders and ensure clarity in financial reporting and management.

The initial appointment is for 12 months, contingent upon successful completion of a probationary period. The position may involve international recruitment, and candidates should be aware of the implications of accepting a staff position with UNDP, particularly for US Permanent Residents.
