Job Overview:
The Emergency Officer will work under the direct supervision of the Emergency Manager to support the implementation of UNICEF Myanmar’s emergency preparedness and response interventions. This role involves contributing to the development, planning, implementation, capacity building, monitoring and evaluation, fundraising, and overall coordination of humanitarian interventions aimed at advancing the survival and well-being of children, mothers, and affected communities in emergency settings. The officer will assist in coordinating UNICEF-led clusters and inter-agency responsibilities, ensuring effective communication and information flow crucial for emergency planning and implementation.

Duties and Responsibilities:
  • Emergency Preparedness: Provide professional assistance in risk analysis to identify emergency-prone conditions and contribute to early warning and timely emergency preparedness. Formulate action plans for emergency response, gather information on best practices, monitor compliance with emergency plans, and collect and analyze data on evolving emergency situations. Organize and conduct staff training for capacity building in emergency preparedness and response.
  • Emergency Response: Assist in implementing initial operational tasks during emergencies, collect reliable information to assess the nature and extent of emergencies, and evaluate the validity of emergency preparedness plans. Coordinate with partners for rapid assessments and implement emergency preparedness and response plans as necessary. Follow up on the timely delivery of assistance and monitor the effective use of UNICEF resources.
  • Emergency Project: Participate in the implementation of action plans for emergency projects, prepare inputs for appeals and updates, and coordinate with UNICEF staff to mobilize donor responses and funding for recovery and rehabilitation efforts. Ensure that disaster prevention, mitigation, preparedness, and response strategies are integrated into all relevant activities.

Required Qualifications:
  • Norwegian Citizenship is mandatory.
  • A university degree in social sciences, public administration, law, public health, nutrition, international relations, business administration, or related disciplines is required.
  • A minimum of two years of professional experience at national and/or international levels in program/project development, planning, implementation, monitoring, evaluation, or administration is essential.
  • Familiarity with humanitarian contexts and developing country work experience is preferred.
  • Training or experience in emergency response management is highly desirable.

Educational Background:
A university degree in one of the following fields is required: social sciences, public administration, law, public health, nutrition, international relations, business administration, or other related disciplines. This educational background is crucial for understanding the complexities of emergency situations and the necessary interventions.

Experience:
The position requires a minimum of two years of professional experience at the national and/or international levels in program/project development, planning, implementation, monitoring, evaluation, or administration. Experience in developing countries and familiarity with humanitarian contexts are highly valued. Additionally, training or experience in emergency response management is essential for effectively handling emergency situations.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language or the local language of the duty station is considered an asset, enhancing communication and collaboration in diverse environments.

Additional Notes:
This is a Junior Professional Officer position open exclusively to Norwegian nationals. The JPO training program includes various learning elements such as an orientation program, e-learning opportunities, coaching and mentoring, and stretch assignments to develop professional skills. The position includes a Duty Travel and Training Allowance (DTTA) of $4000 per year for learning activities related to the assignment and career development.
