Job Overview: The Finance Senior Assistant (Finance and Admin) plays a crucial role in providing financial, administrative, and operational support to ensure the effective implementation of the Fund's financial and administrative activities. This position requires close collaboration with the Finance Officer and the Grant Analyst to process financial transactions, maintain financial records, and support grant financial monitoring. The incumbent will be responsible for ensuring compliance with UNOPS policies and procedures while assisting with various administrative tasks. The role is vital for maintaining the integrity of financial operations and supporting the overall mission of UNOPS in the region.
Duties and Responsibilities:
Financial Support: The Finance Senior Assistant will process payment requests, ensuring all documentation is complete and compliant with agreements. Responsibilities include screening grantees and vendors against sanction lists, maintaining petty cash funds, reconciling travel costs, monitoring purchase order balances, and compiling financial data for updates to the Fund Board. The incumbent will also assist with operational advance requests and support audit coordination for implementing partners.
Operations and Administrative Support: The role involves providing day-to-day operational support to finance and grant teams, maintaining finance and grant data dashboards, and recommending improvements for efficient data management. The Finance Senior Assistant will also manage hard copy and electronic files, ensuring confidentiality and organization.
Asset and Procurement Activities: The incumbent will maintain records on asset management, assist in reviewing annual grant asset reports, and support procurement activities in compliance with UNOPS guidelines, including raising requisitions and managing contracts.
Travel and Event Management Support: As the Travel Focal Point, the Finance Senior Assistant will process travel requests, coordinate with travel focal points, and manage logistical aspects of organizing conferences and workshops. This includes handling official documentation requests and ensuring smooth travel arrangements for staff and partners.
Required Qualifications: The position requires completion of Secondary School as a minimum, with a First University Degree in Finance, Business Administration, Public Administration, or equivalent disciplines being preferred. Candidates with a diploma or certification in finance or related subjects will have an advantage. Additionally, a minimum of 1 year of relevant experience may be considered in lieu of the completion of Secondary School if the candidate has 5 years of relevant experience.
Educational Background: Candidates must have completed Secondary School, with a preference for those holding a First University Degree in relevant fields such as Finance or Business Administration. A diploma or certification in finance or administration is considered an asset, enhancing the candidate's qualifications for the role.
Experience: A minimum of 5 years of experience in administrative, finance, or operational support is required. Candidates should demonstrate proficiency in using computer and office software packages, particularly MS Office and Google Suite. Knowledge of spreadsheet and database packages is desirable, and experience working with the UN or UNOPS is an advantage, providing familiarity with the organization's processes and standards.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization. Additionally, fluency in Thai is required to effectively engage with local partners and stakeholders, ensuring clear communication and understanding of local contexts.
Additional Notes: The contract type for this position is an Individual Contractor Agreement (ICA), specifically at the LICA5, ICS5 level. The contract duration is open-ended, contingent on organizational requirements, availability of funds, and satisfactory performance.
