Job Overview:
The Logistics Manager position at NRC Gaza is a critical role that involves overseeing logistics operations in accordance with NRC standards to support program and project implementation. The successful candidate will be responsible for ensuring that NRC Gaza is well-prepared to meet current and future logistical needs. This includes demonstrating strong leadership and engagement in logistics actions while also focusing on capacity building within the logistics team. The Logistics Manager will play a key role in ensuring timely delivery of logistics support services to all area projects, harmonizing policies and procedures with the Country Office, and developing relevant logistics training for staff. The position requires a proactive approach to identifying opportunities for cash-based interventions and market-based programs, as well as managing logistics components in budget preparations for new grants and annual budgets. The Logistics Manager will also be responsible for developing advanced planning tools and systems for logistics activities, enhancing fleet utilization, and maintaining close communication with project managers to ensure effective logistics operations.

Duties and Responsibilities:
  • Ensure timely delivery of logistics support services to all area projects.
  • Harmonize logistics policies and work procedures with the Country Office.
  • Support and develop logistics training, including coaching logistics staff in the Area Office.
  • Oversee the supply chain and pipeline of goods and materials through international procurement from Egypt and Jordan.
  • Identify opportunities for cash-based interventions and market-based programs by participating in assessments and response analysis discussions.
  • Ensure proper logistics components are included in budget preparation for new grants and annual budgets, and manage allocated budget lines.
  • Develop and implement advanced planning tools and systems for logistics activities, such as procurement trackers and fleet reports.
  • Enhance fleet utilization and create reporting tools.
  • Coordinate with the Logistics Cluster (Gaza, Egypt, and Jordan) on NRC material delivery into Gaza. 1
  • Supervise the Amman-based Logistics team for procurements. 1
  • Set up key performance measures for all logistics activities and regularly review them against actual performance. 1
  • Maintain close communication and coordination with all project managers. 1
  • Train non-logistics teams on NRC Logistics procedures.

Required Qualifications:
  • Minimum 3-5 years of experience as a senior Logistics Manager in a humanitarian or recovery context.
  • Experience working in complex and volatile contexts, particularly in the Middle East.
  • Knowledge of logistics management in Palestine, Jordan, and Egypt is beneficial.
  • Experience in data collection, analysis, and report writing.
  • Familiarity with market analysis tools and approaches.
  • Strong leadership skills with documented results related to the position's responsibilities.
  • Fluency in English, both written and verbal, is mandatory. Proficiency in Arabic is considered an asset.

Educational Background:
A relevant degree in logistics, supply chain management, business administration, or a related field is typically required for this position. Additional certifications in logistics or supply chain management may be advantageous.

Experience:
Candidates should possess a minimum of 3-5 years of relevant experience in logistics management, particularly within humanitarian or recovery contexts. Experience in managing logistics in complex and volatile environments is essential, with a strong understanding of the specific challenges faced in the Middle East region.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Proficiency in Arabic is considered an asset and may enhance the candidate's ability to perform effectively in the role.

Additional Notes:
The duty station for this position is Gaza, and it is offered as a 12-month fixed-term contract, with the possibility of renewal based on performance, availability of funds, and the ongoing need for the position. The salary and benefits are aligned with NRC's grade 9 salary scale, which includes accompanying terms and conditions.
