Job Overview:
The Nuclear Energy Agency (NEA), operating under the OECD framework, is seeking a dynamic and visionary Head of Office for Policy and Co-ordination. This role involves providing leadership and strategic direction to the NEA, ensuring that the organization remains at the forefront of global economic policy thinking. The Head of Office will lead a diverse team of experts, coordinate various NEA Divisions, and oversee the implementation of special projects and initiatives. The position requires an experienced senior executive with a deep understanding of radiological protection, public health issues, and political processes, thriving in a fast-paced, multidisciplinary environment. The selected candidate will work closely with the NEA Director-General and senior leadership to achieve the agency's objectives and advance the Strategic Orientations set by the OECD Secretary-General.

Duties and Responsibilities:
The Head of Office will be responsible for supporting the effective implementation of the Organisation’s Programme of Work and Budget (PWB), coordinating with senior agency staff, and ensuring alignment with the Agency’s objectives. Key responsibilities include participating in the development of the Programme of Work, contributing to the global impact of the Agency’s work, leading and managing the Central Secretariat staff, and ensuring effective internal communications. The role also involves representing the Agency at meetings, maintaining relationships with international organizations and stakeholders, overseeing the Secretariat for the Steering Committee for Nuclear Energy, and managing relations with NEA member countries and other relevant bodies. The Head of Office will ensure high-quality support to the Steering Committee, establish agendas, and maintain strong relations with national delegations.

Required Qualifications:
The ideal candidate should possess an advanced university degree in international relations, political science, science, technology, law, communications, or a related field. A minimum of ten years of senior-level experience in international cooperation in energy policy, environmental policy, or nuclear technology is required, along with a broad knowledge of economic, technical, environmental, and energy-related issues. The candidate must demonstrate the ability to work in an international environment and establish professional contacts with senior officials and experts in member countries. Significant experience in providing strategic leadership and advice at senior management levels is essential.

Educational Background:
Candidates must have an advanced university degree in relevant disciplines such as international relations, political science, science, technology, law, or communications. This educational background is crucial for understanding the complexities of the role and the international context in which the NEA operates.

Experience:
The position requires at least ten years of senior-level experience in international cooperation related to energy policy, environmental policy, or nuclear technology. Candidates should have a proven track record of managing complex programs and budgets, as well as experience in leading large, diverse international teams. The ability to navigate political processes and institutional settings is also essential for success in this role.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of or a willingness to learn the other language being a plus. This linguistic capability is important for effective communication within the organization and with member countries.

The position is a three-year fixed-term appointment with the possibility of renewal. The OECD has a mandatory retirement age of 6
  • The monthly base salary starts from 12,448 EUR, plus allowances based on eligibility, and is exempt from French income tax.
