Job Overview:
The Head of Digital Workplace Services will play a pivotal role within the Digital Infrastructure and Operations Division (DKI/DIO) of the OECD. This position involves leading a team responsible for delivering high-quality digital workplace services, including IT Service Desk operations, device engineering, local equipment management, and advanced support services. The successful candidate will work closely with business partners to ensure that digital solutions align with corporate requirements and support the OECD's mission of enhancing knowledge and influencing policy-making. The role requires establishing and maintaining service delivery procedures, ensuring compliance with industry standards, and managing relationships with third-party suppliers to maximize value for the organization. Additionally, the Head of Digital Workplace Services will oversee IT support for key corporate events and contribute to the continuous improvement of practices within the division.

Duties and Responsibilities:
  • Perform contract management for outsourced end-user support services, ensuring compliance with service level agreements and collecting feedback for operational governance.
  • Assure the delivery of cost-effective, quality digital workplace services, adhering to industry standards and ITIL best practices.
  • Establish, maintain, and ensure compliance with service delivery procedures, conducting periodic reviews for effectiveness and value.
  • Manage the inventory and provisioning of PC, mobile, and decentralized printing equipment, coordinating initiatives and project implementations as necessary.
  • Oversee IT support for significant corporate events, including high-level meetings and ministerial gatherings.
  • Collaborate with other teams to ensure an integrated vision of EXD products and services, ensuring proposed digital workplace services meet corporate requirements.
  • Manage relationships with third-party suppliers to ensure service levels are met and value is maximized.
  • Provide regular management reporting and key performance indicators to track service effectiveness.
  • Lead and manage a team of approximately 10 staff members and external service providers, fostering their professional development. 1
  • Assist in the management of the DKI/DIO Division, including the preparation of the Programme of Work and Budget.

Required Qualifications:
  • An advanced university degree in information technology, business administration, or a related field, or equivalent practical experience.
  • Thorough knowledge of IT project management methodologies and industry frameworks, with relevant certification or equivalent practical experience.
  • At least eight years of experience in managing large, complex IT service delivery projects, including implementation, production, support activities, and budget management.
  • Proven experience in procuring, externalizing, and managing IT services, demonstrating strong business acumen.
  • Extensive experience in managing and delivering effective digital workplace services, including corporate-wide IT support.
  • Experience in guiding, managing, and developing diverse staff within a matrixed organizational structure.
  • Substantial experience in advising on digital strategy and IT trends, with the ability to draft related recommendations or policies.

Educational Background:
Candidates must possess an advanced university degree in information technology, business administration, or a related field. Equivalent practical experience may also be considered. A thorough understanding of IT project management methodologies and industry frameworks is essential, along with relevant certifications or practical experience in the field.

Experience:
The ideal candidate should have a minimum of eight years of experience in managing large and complex IT service delivery projects. This includes overseeing implementation, production, and support activities, as well as managing associated budgets. Experience in procuring and managing selected services is crucial, along with a proven track record of delivering effective digital workplace services.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language and a commitment to achieving a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's profile for this international role.

Additional Notes:
The position offers an open-ended contract with a monthly salary starting at 10,511.13 EUR, depending on the level of experience, plus allowances based on eligibility and exempt from French income tax. The selection process includes a short video interview assessment, followed by panel interviews planned for April 202
