Job Overview: The Audience Analyst position is situated within the Communications Impact, Standards & Capacity Building Division (CISC) of the OECD's Directorate for Communications (COM). The primary responsibility of the Audience Analyst is to provide insights and analysis that support the implementation of the annual communications plan and the overall communication strategy of the OECD. The role involves leading day-to-day operations of opinion and audience research to enhance the organization's understanding of its audiences and the influence of communications on policy-making. The Analyst will also be responsible for liaising with delegations and committees, deploying measurement solutions, conducting external research, and monitoring perceptions and sentiments regarding the OECD across various audience groups. This position requires a proactive approach to anticipating research needs and employing diverse research methods to gather strategic intelligence.
Duties and Responsibilities:
Lead the day-to-day operations of opinion and audience research to enhance the OECD's understanding of its audiences and the role of communications in policy-making.
Liaise with delegations and committees, delivering presentations on the team's work and validating the quality of inputs into committee reporting.
Deploy measurement solutions and deliver insights to inform strategic documents, including Council reports and communications strategies.
Anticipate research needs and utilize a variety of research methods such as surveys, focus groups, interviews, and desk research.
Conduct external research by synthesizing insights from external reports and studies to gather strategic intelligence.
Monitor and analyze perceptions and sentiments of the OECD across different audience groups, reporting on trends and emerging issues.
Establish and manage strategic relationships with industry experts and public opinion research institutions to exchange best practices and foster a peer-learning community.
Required Qualifications:
An advanced university degree or equivalent in communications, market research, or a related discipline.
A minimum of five years’ experience in analyzing messages, media, and information communications.
A good understanding or interest in the OECD's substantive work, including economy, taxes, education, and environment.
Experience in an international environment and the ability to work cross-functionally with multiple stakeholders.
Proven experience in crafting, presenting, and disseminating complex ideas and insights to leadership and senior decision-makers.
Familiarity with the OECD’s evaluation culture and key evaluation concepts and practices.
Ability to prepare insightful visuals and reports using Microsoft and statistical software such as R/RStudio, including experience with dashboarding tools like PowerBI.
Educational Background: Candidates must possess an advanced university degree or equivalent in communications, market research, or a related discipline. This educational background is essential for understanding the complexities of audience analysis and communication strategies within an international organization like the OECD.
Experience: The position requires a minimum of five years of professional experience in analyzing messages, media, and information communications. Candidates should have a strong background in conducting research and analysis in an international context, demonstrating the ability to work collaboratively with various stakeholders and present findings effectively to senior leadership.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to achieving a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse audiences.
Additional Notes: The position is a temporary assignment for a duration of 6 months, with an ideal start date as soon as possible. The closing date for applications is midnight on 24 February 2025 (Paris time). The opportunity is primarily open to serving officials but is also available to temporary staff. Salary for temporary staff starts at 3,500 EUR/month (T2/2), and conditions will depend on the experience of the selected candidate.
