Job Overview: The Regional Security Officer position is situated within the ILO Regional Office for Africa (ROAF) in Abidjan, where the officer will play a crucial role in managing safety and security operations across the African region. This position is primarily focused on ensuring compliance with the United Nations Security Management System and the ILO's security policies. The incumbent will be responsible for coordinating security operations, assessing risks, and providing strategic guidance to support the ILO's mandates and activities. The role requires close collaboration with various stakeholders, including UN security personnel, embassies, and international organizations, to ensure a comprehensive approach to security management. The officer will also be involved in training ILO staff on security protocols and emergency procedures, thereby enhancing the overall safety culture within the organization.
Duties and Responsibilities:
Liaise with security stakeholders to provide assessments of the security situation for ILO duty stations in the Africa region.
Review and monitor compliance with UN Security Risk Management Measures and Residential Security Measures in Country Offices.
Propose actions to the Regional Director regarding safety and security measures for personnel and assets.
Develop country-specific security risk analyses and prepare briefings on security situations.
Maintain an up-to-date security reporting system and ensure timely notifications of security developments.
Assist in security risk assessments and provide advice on mitigating measures.
Deliver security and safety briefings and training to staff and collaborators.
Support ILO resilience and contingency planning, including crisis decision-making and evacuation plans.
Ensure access to Emergency Security Communications systems and regularly test their functionality. 1
Participate in meetings with field offices to provide technical advice on safety and security issues. 1
Establish communication lines with UN Security Management System actors and law enforcement personnel. 1
Oversee the application of field safety and security standards and evacuation procedures. 1
Ensure that security measures consider gender equality and non-discrimination. 1
Perform other relevant duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree in social sciences, law enforcement, management, or a related security field. A first-level university degree in a relevant field, combined with two additional years of relevant experience, will also be accepted. Certification in the UNDSS Security Certification Programme is mandatory, and additional certifications in security analysis and management are advantageous. Candidates should demonstrate a strong understanding of security policies and risk management practices.
Educational Background: An advanced university degree in social sciences, law enforcement, management, or a related security field is required. Alternatively, a first-level university degree with two additional years of relevant experience will be accepted. Relevant certifications from police or military colleges, as well as UNDSS certifications, are considered assets.
Experience: A minimum of five years of progressively responsible experience in security, risk management, or emergency management is required. This experience should include at least two years in international security operations. Candidates should have a background in implementing security procedures and delivering training programs, with relevant experience in the UN system being an advantage.
Languages: Candidates must have an excellent command of English or French, along with a working knowledge of the other language. Proficiency in both languages is essential for effective communication in this role.
