Job Overview:
The Intersectional Field Procurement Advisor plays a crucial role within the Global Procurement Unit (GPU) of MSF International. This position is designed to enhance procurement activities in the field, ensuring that procurement practices are efficient, relevant, and aligned with the global needs of MSF. The advisor will provide strategic and technical support to country programs, fostering best practices in procurement and ensuring compliance with MSF's operational standards. The role involves significant interaction with various stakeholders, including Field Procurement teams, supply coordinators, and mission coordinators, to streamline procurement processes and enhance operational efficiency. The advisor will also be responsible for developing awareness and understanding of procurement within the organization, actively participating in discussions regarding mutualized procurement, and supporting the onboarding and training of new Intersectional Procurement Managers (IPMs).

Duties and Responsibilities:
The main responsibilities of the Intersectional Field Procurement Advisor include providing front office support for both mutualized and non-mutualized procurement in country programs, offering strategic and technical assistance to country programs through Integrated Procurement Managers (IPMs) or Operational Coordinators (OCs) at regional and mission levels. The advisor will develop awareness of procurement practices within the organization, participate in discussions on mutualization, and provide hands-on operational procurement support as needed. This includes conducting needs assessments, market assessments, sourcing, negotiation, and supplier performance monitoring. The advisor will act as a functional manager for field IPMs, facilitating their recruitment, onboarding, and integration into the team. Additionally, the advisor will contribute to strengthening procurement processes and tools at the field level, identifying gaps, and liaising with the global procurement team to address specific needs. The role also involves fostering the utilization of procurement tools and resources, promoting capacity-building initiatives, and improving market intelligence within the advisor's area of responsibility.

Required Qualifications:
Candidates for the Intersectional Field Procurement Advisor position should possess a strong background in procurement and supply chain management, with a proven ability to work in complex and dynamic environments. They should have excellent analytical and problem-solving skills, along with the ability to communicate effectively with diverse stakeholders. A deep understanding of procurement best practices and compliance standards is essential, as well as experience in capacity building and training. The ideal candidate should demonstrate a commitment to MSF's humanitarian principles and values, and be able to work collaboratively within a team while also being self-motivated and proactive in their approach to challenges.

Educational Background:
A bachelor's degree in supply chain management, business administration, or a related field is required for this position. Advanced degrees or certifications in procurement or logistics are highly desirable and may enhance a candidate's qualifications. Continuous professional development in procurement practices and methodologies is also encouraged to ensure the advisor remains current with industry standards and innovations.

Experience:
The position requires a minimum of 5 years of relevant experience in procurement or supply chain management, preferably within a humanitarian or international development context. Experience working in field operations and understanding the challenges of procurement in emergency settings is highly valued. Candidates should have a track record of successfully managing procurement processes, negotiating contracts, and collaborating with various stakeholders to achieve organizational goals.

Languages:
Fluency in French is mandatory for this position, given the location and the primary language of communication within the organization. Proficiency in English is also highly desirable, as it facilitates communication with international teams and stakeholders. Knowledge of additional languages relevant to the regions where MSF operates would be considered an asset.

Additional Notes:
The position is based in Abidjan, with 50% of the time expected to be spent traveling to field locations. The contract duration is for 1 year at 100% workload, with the possibility of renewal based on performance and organizational needs. The starting date for this position is as soon as possible.
