Job Overview: The consultancy aims to develop a comprehensive and scalable Anticipatory Action (AA) framework specifically designed for Myanmar's unique socio-political and environmental context. This framework is intended to empower vulnerable communities by providing them with the necessary tools, resources, and knowledge to anticipate and mitigate the impacts of climate shocks. The consultant will be responsible for leading the design and development of this framework, transitioning from reactive disaster response to proactive preparedness. The role involves conducting research, facilitating stakeholder consultations, integrating innovative technologies, and creating training materials to enhance local capacity for implementation.
Duties and Responsibilities:
Research and Analysis: Conduct an in-depth analysis of Myanmar’s disaster risk landscape, identifying vulnerabilities, historical disaster trends, and gaps in current disaster management systems.
Framework Design and Development: Develop a comprehensive AA framework tailored to Myanmar’s context, incorporating triggers and thresholds using predictive analytics, preparedness actions for climate hazards, and detailed guidance for cash and voucher assistance (CVA).
Stakeholder Engagement and Coordination: Facilitate consultations with Mercy Corps staff, local partners, civil society organizations (CSOs), and technical experts to ensure the framework reflects community priorities and local realities.
Capacity Building: Design and deliver capacity building workshops for local partners and stakeholders to strengthen their ability to implement the AA framework.
Documentation and Reporting: Develop a comprehensive AA framework document, including operational guidelines, triggers, preparedness actions, and implementation protocols. Submit a final report with key findings, lessons learned, and recommendations for scaling the framework to other contexts.
Required Qualifications: The consultant should possess strong analytical skills, experience in disaster risk management, and a deep understanding of climate change impacts on vulnerable communities. Familiarity with cash and voucher assistance mechanisms and market resilience strategies is essential. The consultant must also demonstrate excellent communication and facilitation skills to engage effectively with diverse stakeholders.
Educational Background: A master's degree in a relevant field such as disaster management, climate science, social sciences, or international development is required. Additional certifications in project management or related areas would be advantageous.
Experience: The position requires a minimum of 5 years of relevant experience in disaster risk reduction, climate adaptation, or humanitarian response. Experience working in Myanmar or similar contexts is highly desirable, along with a proven track record of developing frameworks or strategies in complex environments.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Myanmar would be considered an asset, enhancing communication with local stakeholders.
Additional Notes: The consultancy is expected to take place between March and May 2025, spanning approximately 60 workdays. The consultant will report to the Senior Advisor, Cash and Markets, and will collaborate closely with various Mercy Corps teams, including the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and the Myanmar Analysis Team.
