Job Overview:
The Emergency and Resilience Programme Specialist will be part of an Internal Surge Team (IST) that provides essential personnel to support emergency responses in L2/L3 countries. This role is crucial for the timely deployment of qualified affiliate workforce to lead and support country-based emergency responses on a short-term basis. The specialist will be responsible for developing and designing programs that contribute to the humanitarian-development-peace nexus (HDPN), ensuring that these programs are risk and conflict-sensitive and based on rigorous evidence. The position requires close collaboration with country offices and stakeholders to establish effective mechanisms and processes for emergency and resilience programming.

Duties and Responsibilities:
The duties and responsibilities of the Emergency and Resilience Programme Specialist include:
  • Supporting the design, coordination, and implementation of emergency and resilience strategies, programs, and projects based on corporate guidance.
  • Contributing to multi-risk assessments and relevant data collection processes.
  • Utilizing evidence to inform quality program design, including technical assessments and risk analyses.
  • Translating FAO-wide program policy into country-level practices and operations.
  • Promoting non-negotiable elements in emergency and resilience programs, such as robust multi-risk analysis and principles of protection.
  • Supporting technical programming inputs on various aspects of emergency and resilience programming.
  • Managing emergency and resilience information and reporting for informed decision-making.
  • Supporting capacity development at the country level through mentoring and coaching.
  • Incorporating gender perspectives in program design. 1
  • Liaising with government, UN, NGO, and donor partners for effective program implementation. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must have experience in humanitarian and agricultural/rural development sectors, including work with national and international NGOs, UN agencies, governments, and donors. They should demonstrate strong results focus, teamwork, communication skills, and the ability to build effective relationships. Knowledge sharing and continuous improvement are also essential competencies for this role.

Educational Background:
A relevant educational background is required, typically including a degree in agriculture, rural development, humanitarian studies, or a related field. Advanced degrees may be preferred depending on the specific requirements of the position.

Experience:
Candidates should have substantial experience in humanitarian contexts, particularly in field positions. Experience in more than one location or area of work is desirable, as it indicates adaptability and a broad understanding of different operational environments.

Languages:
Proficiency in English is mandatory, and knowledge of additional languages relevant to the regions of deployment is considered an asset. This may include languages such as French, Spanish, or Arabic, depending on the specific country assignments.

Additional Notes:
The position involves a short-term deployment, with selected candidates potentially being released from their current functions for a period not exceeding three months. Surge support must be provided in person, and candidates will need to have necessary documentation ready for upcoming missions. Selected candidates will be notified of their inclusion in the IST and will be required to provide a pre-release agreement signed by their direct supervisor.
