Job Overview:
The Operations Advisor plays a crucial role in advising Senior Management on all aspects of Country Office management and operations, particularly in a large office facing numerous external risks and internal challenges. This position involves strategic management of financial and human resources, procurement, logistical services, ICT, and common services in accordance with UNDP regulations. The Operations Advisor is responsible for leading the Operations Team, managing risks, and ensuring effective service delivery and smooth functioning of CO programmes and projects. The role requires collaboration with various stakeholders, including programme teams, other UN agencies, and government officials, to successfully deliver the country programme. The Advisor also oversees the operations of a field office and manages a significant budget supporting multiple UN agencies, ensuring efficient utilization of resources and compliance with UNDP policies.

Duties and Responsibilities:
The Operations Advisor has a comprehensive set of duties and responsibilities, including: 1) Leading and advising on the strategic direction of operations, ensuring compliance with UNDP rules and regulations, and implementing corporate operational strategies. 2) Overseeing day-to-day management of the operations team, including human resources and finance management, ensuring compliance with corporate policies and effective service delivery. 3) Managing procurement, administration, and logistical services, ensuring adherence to UNDP procurement principles and effective asset management. 4) Supervising information and communication management, ensuring the effective use of ERP systems and ICT infrastructure. 5) Overseeing audits and ensuring compliance with audit requirements. 6) Guiding enterprise risk management and ensuring effective implementation of risk management strategies. 7) Supporting field offices and ensuring quality service provision to UN agencies. 8) Managing security" style="border-bottom: 1px dotted #007bff !important;">security for UNDP personnel and assets, ensuring compliance with safety and security policies. 9) Performing other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess an advanced university degree (Master's Degree or equivalent) in Business Administration, Public Administration, Management, Economics, or a related field. Alternatively, a first-level university degree (bachelor's degree) combined with two additional years of qualifying experience will be considered. Candidates should have a minimum of ten years of senior-level working experience in operations (or twelve years with a bachelor's degree), with hands-on experience in managing complex operations and programme support in a large country setting. Experience in crisis situations and effective people management is essential, along with managerial experience in finance, human resources, or procurement in a developing country context. Knowledge of UNDP policies and procedures, as well as proficiency in office software and web-based management systems, is required. Familiarity with accrual accounting and IPSAS is desirable.

Educational Background:
An advanced university degree (Master's Degree or equivalent) in Business Administration, Public Administration, Management, Economics, or a related field is required. A first-level university degree (bachelor's degree) in the stated areas, combined with two additional years of qualifying experience, will also be considered.

Experience:
Candidates should have a minimum of ten years of senior-level working experience in operations if they hold a master's degree, or twelve years if they hold a bachelor's degree. This experience should include managing complex operations and programme support in a large country setting, as well as working in crisis or complex country situations. Demonstrated ability in effective people management and leading diverse teams is required, along with managerial experience in finance, human resources, or procurement in a developing country context.

Languages:
Fluency in written and spoken English is required. A working knowledge of another UN language is desired, which would enhance the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is contingent upon the successful completion of a probationary period, and the continuance of appointment beyond the initial 12 months is dependent on this.
