Job Overview: The Human Resources and Talent Management Associate position is integral to the Department of Business Operations Services, specifically within the Human Resources and Talent Management Unit in the Eastern Mediterranean Region. The role focuses on ensuring that a competent and motivated workforce is available to deliver program activities in alignment with WHO's global mission. The associate will provide sound advice to management on HR planning, recruitment, staff onboarding, performance management, and staff relations. This position requires a proactive approach to talent acquisition, ensuring that the organization attracts and retains the best candidates while also supporting existing staff members in their career development and mobility.
Duties and Responsibilities: The duties and responsibilities of the Human Resources and Talent Management Associate include assisting the HR Business Partner and Senior HR Business Associate in outreach activities to identify and attract talent. This involves sourcing candidates through various channels, managing job postings, and ensuring timely payment for outreach activities. The associate will also assist in the recruitment and selection process, including drafting vacancy notices, screening applicants, arranging interviews, conducting reference checks, and preparing selection panel reports. Additionally, the role involves contract administration, supporting timely re-assignments and promotions, and acting as the focal point for administrative questions related to HR processes. The associate will maintain an efficient tracking system for recruitment cases, draft formal HR correspondence, and organize logistics for selection panels and meetings. Other related duties may be assigned as necessary.
Required Qualifications: Candidates must have a minimum of 5 years of relevant experience in human resources, with a strong understanding of UN staff rules and regulations. Proven ability to apply these rules effectively is essential. Familiarity with staff administration, contract management, and compensation systems within the United Nations is highly desirable. Candidates should possess excellent time management and organizational skills, a high degree of tact and confidentiality, and the ability to handle sensitive information with discretion. Strong skills in using Office packages such as Word, Excel, and PowerPoint, as well as experience with Oracle-based ERP systems, are required.
Educational Background: The essential educational requirement for this position is the completion of secondary education, supplemented by training in Administration or HR work. A university degree in business administration, social sciences, or a related field is considered an asset and is desirable for candidates.
Experience: The position requires a minimum of 5 years of relevant experience in human resources, particularly within the context of UN organizations. Experience in HR contract administration, benefits, and entitlements is also desirable, as it will enhance the candidate's ability to navigate the complexities of HR processes within the organization.
Languages: Essential language skills include expert knowledge of English and Arabic. Intermediate knowledge of French is considered desirable, as it may facilitate communication in a multilingual environment and enhance collaboration with diverse teams.
Additional Notes: The position offers an attractive remuneration package, starting with an annual net base salary of USD 15,706, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
