Job Overview: The RRM-Frontline was established by partners of the Action contre la Faim Consortium, including Solidarités International, Danish Refugee Council, and Humanity and Inclusion, in March 2019 in response to the deteriorating security and humanitarian situation in priority regions. The initiative aims to provide rapid responses to the urgent needs of displaced populations affected by security shocks and other crises. In addition to contributing to humanitarian monitoring in priority areas of the Humanitarian Response Plan, RRM teams have the capacity to assist displaced households by improving access to water, hygiene, sanitation, non-food items, emergency shelters, protection, psychological first aid, and food assistance. Under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the incumbent will ensure the coordination and implementation of the RRM-Frontline in collaboration with focal points from partner organizations and the humanitarian community.
Duties and Responsibilities: The responsibilities of the position include contributing to the development, implementation, and monitoring of the RRM-Frontline strategy; actively participating in context analysis, identifying humanitarian needs, analyzing risks, and proposing actions or adjustments to better respond to the immediate needs of affected populations; coordinating the response strategy of all actors involved in the project within the timelines set by the mechanism; contributing to the training of RRM teams on RRM; leading capitalization and learning activities aimed at improving RRM; ensuring technical and operational coordination of RRM-Frontline; guaranteeing coherence and uniformity of activities and technical approaches through regular visits, framing notes, and thematic meetings; ensuring that all stakeholders understand the objectives, activities, and overall organization of RRM-Frontline; providing quality reporting; coordinating administrative management (including financial and logistical) in relation to various departments of Action contre la Faim and partners; ensuring external representation and coordination; and contributing to the ACF mission.
Required Qualifications: Candidates must hold a Master's degree in humanitarian action and have at least 3-5 years of continuous work experience in management, coordination, or supervision of humanitarian projects at the national level, ideally at the international level. Experience in conflict and emergency contexts is essential, particularly in the Sahel region. Successful participation in launching and managing emergency interventions, including rapid needs assessments and emergency design" style="border-bottom: 1px dotted #007bff !important;">program design, is required. Proven experience in project cycle management, monitoring and evaluation, financial management, and networking and coordination with national and international humanitarian actors is necessary. Knowledge of the functioning and expectations of emergency donors is crucial, along with the ability to represent and develop networks. Candidates should demonstrate leadership, enjoy teamwork, and possess strong interpersonal skills. Organizational skills and autonomy are essential, as well as the ability to work under pressure and manage priorities.
Educational Background: A Master's degree in humanitarian action or a related field is required for this position.
Experience: Candidates should have a minimum of 3-5 years of relevant experience in humanitarian project management, coordination, or supervision, with a strong background in emergency response and conflict situations, particularly in the Sahel region.
Languages: Fluency in French and English, both spoken and written, is mandatory. Excellent writing skills are also required.
Additional Notes: The position is a fixed-term contract under French law for 12 months. The gross monthly salary ranges from 2597 to 2968 euros, depending on experience. Non-French citizens will receive a retirement insurance reimbursement of 16% of the gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to 536 euros net, paid on the ground, along with a monthly contextual allowance of 300 euros. An annual child allowance of 1500 euros per child present in the country of origin is available, with a ceiling of 6000 euros per year. Transportation and accommodation are covered, including collective housing. Medical coverage includes 100% reimbursement of health contributions (CFE + complementary health) and repatriation insurance. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks.
