Job Overview: The Senior Gender Specialist will play a crucial role in integrating gender dimensions into AIIB's operational work. This position involves managing gender risks and impacts in investment strategies, policies, programs, and projects, aligning with AIIB's corporate commitments and Environmental and Social Policy (ESP). The specialist will contribute to AIIB's knowledge base on gender aspects, participate in the identification and appraisal of investment programs, and support clients in preparing and implementing social impact assessments and gender action plans. The role requires a deep understanding of gender issues in infrastructure projects and the ability to work collaboratively with various stakeholders to promote gender equality and women's socioeconomic empowerment.
Duties and Responsibilities: The Senior Gender Specialist will be responsible for a wide range of duties, including:
Contributing to AIIB’s knowledge base on gender aspects related to Environmental and Social Framework (ESF) requirements and emerging ESG frameworks.
Participating in the identification, appraisal, design, and implementation of investment programs and projects to evaluate and manage gender and social risks.
Screening projects for potential gender risks and impacts, including gender-based violence (GBV) and sexual exploitation and abuse/sexual harassment (SEAH) impacts.
Conducting due diligence assessments on social aspects of projects, focusing on gender-differentiated impacts.
Supporting clients in the preparation and implementation of social impact assessments, gender action plans, and other relevant instruments.
Assisting clients in addressing non-compliance with obligations and developing corrective measures.
Conducting reviews of relevant laws and regulations to determine their applicability in AIIB-financed projects.
Supporting the Environmental and Social (ES) Head in leading the gender agenda and managing the ES Team, including coordination of interactions and capacity building efforts.
Required Qualifications: Candidates must possess an advanced degree (Masters or PhD) in gender studies, social science, planning, law, or a related discipline. A minimum of 8 years of relevant experience in gender and social planning and management is required, preferably with experience in a multilateral development bank, bilateral donor, or private sector organization. Candidates with 10+ years of experience are preferred. Proven expertise in planning, management, and monitoring of gender aspects in infrastructure projects is essential, along with demonstrated experience in assessing gender impacts and risks, action planning, and monitoring mechanisms. Experience in project-level gender assessments and social risk management plans is also required.
Educational Background: An advanced degree (Masters or PhD) in gender studies, social science, planning, law, or a related discipline is required for this position. This educational background is crucial for understanding the complexities of gender issues in infrastructure projects and for effectively managing gender risks and impacts.
Experience: The position requires a minimum of 8 years of relevant experience in gender and social planning and management. Candidates with over 10 years of experience are preferred. Experience should include working with multilateral development banks, bilateral donors, or private sector organizations, with a focus on gender aspects in infrastructure projects.
Languages: Excellent written and verbal communication skills in English are mandatory. Knowledge of the language(s) of a country where AIIB invests would be advantageous, as it can facilitate better communication and understanding of local contexts.
