Job Overview: The Senior Biomedical Engineer will play a crucial role in providing specialized technical knowledge and expertise in biomedical equipment and health-related services throughout various stages of project assessment and implementation. This position requires the individual to lead a team of biomedical engineers, ensuring effective communication with project stakeholders and fostering strong relationships with UNOPS global health projects. The engineer will be responsible for implementing procurement strategies, providing technical guidance for procurement processes, ensuring quality assurance, monitoring progress, managing personnel, and facilitating knowledge sharing within the team. The role demands a proactive approach to problem-solving and the ability to adapt to the dynamic needs of health projects.
Duties and Responsibilities:
Implementation of procurement strategies: Manage and advise on equipment lists, review operational performances, and make recommendations on specifications. Prepare technical specifications for tender documents and oversee logistics for delivery and installation of biomedical equipment.
Technical Guidance for procurement processes: Ensure appropriate procurement modalities are applied, monitor procurement processes, and manage supplier performance.
Quality Assurance: Verify compliance of biomedical equipment specifications, supervise installations, and prepare operational and maintenance plans.
Monitoring and Progress Controls: Prepare progress reports, manage inventory lists, and supervise training for medical personnel.
Personnel Management: Lead and motivate the biomedical engineering team, conduct performance reviews, and promote a culture of respect and accountability.
Knowledge building and Knowledge sharing: Organize training initiatives, lead capacity development efforts, and oversee contributions to knowledge networks.
Required Qualifications: The position requires an advanced university degree in Biomedical Engineering or a related field. A first-level university degree combined with relevant experience or a technical diploma with additional experience may also be accepted. Candidates should possess strong technical knowledge in biomedical engineering and procurement processes, as well as experience in managing teams and projects.
Educational Background: Candidates must have an advanced university degree (e.g., Masters) in Biomedical Engineering, Bioengineering, or a related engineering or medical field. Alternatively, a first-level university degree with two additional years of relevant experience or a technical diploma with four additional years of relevant experience may be accepted in lieu of an advanced degree.
Experience: A minimum of seven years of relevant professional experience in the biomedical engineering field, particularly in hospitals and laboratories, is required. Experience in medical procurement and maintenance of biomedical equipment is essential. Expertise in infrastructure works related to the installation of biomedical equipment is highly desirable, along with experience working with health sector stakeholders, including governments and UN organizations.
Languages: Proficiency in English is mandatory for this position. Working knowledge of Russian and/or Uzbek is considered an asset, enhancing communication with local stakeholders and project partners.
Additional Notes: The contract type is International ICA with an open-ended duration, subject to organizational requirements, availability of funds, and satisfactory performance.
