Job Posting Organization: The Multilateral Cooperation Center for Development Finance (MCDF) is an initiative aimed at enhancing connectivity and infrastructure investments in developing countries through strategic partnerships. Job Overview: The Senior Investment Specialist (Infrastructure)/Investment Specialist (Infrastructure) plays a crucial role within the MCDF Program Team (PGT), reporting directly to the Program Team Head. This position is integral to the assessment and management of technical assistance proposals submitted by Implementing Partners, aimed at project preparation, capacity building, and the development of specialized knowledge products. The specialist will oversee the MCDF pipeline, ensuring alignment with available resources from the Finance Facility, and will be responsible for monitoring and reporting on the progress of approved proposals. The role also involves preparing comprehensive reviews and reports for submission to the MCDF Governing Bodies, as well as developing programming and monitoring policies in compliance with the MCDF Operations Manual. Relationship management with various stakeholders, including developing country clients and Implementing Partners, is a key expectation, alongside facilitating consultations and workshops to strengthen the MCDF pipeline. The position requires a proactive approach to organizing Investment Facilitation events and compiling annual work programs for the Program Team.
Duties and Responsibilities: The Senior Investment Specialist will have a diverse set of responsibilities, including:
Supporting the MCDF Program Team in assessing technical assistance proposals from Implementing Partners for project preparation, capacity building, and knowledge product creation.
Overseeing and maintaining the MCDF pipeline in coordination with Implementing Partners, ensuring it aligns with available resources from the Finance Facility.
Monitoring and reporting on approved technical assistance proposals, preparing pipeline reviews and reports for the MCDF Governing Bodies.
Developing programming and monitoring policies, operational modalities, funding priorities, project selection criteria, and reporting formats for Implementing Partners.
Assisting with relationship management with developing country clients, Implementing Partners, co-financiers, and other stakeholders.
Supporting the accreditation process for candidate implementing partners in line with the MCDF accreditation framework.
Chairing consultations, workshops, and information exchanges among Implementing Partners to enhance the MCDF pipeline.
Organizing Investment Facilitation events in collaboration with MCDF partners.
Compiling annual work programs for the Program Team in coordination with other MCDF Secretariat teams. 1

Required Qualifications: Candidates must possess a Master’s degree or higher in fields such as engineering, science, physics, chemistry, environment, business administration, finance, economics, or related disciplines from a reputable university. A minimum of 10 to 12 years of relevant professional experience in infrastructure project design, planning, feasibility assessment, and implementation is required. Experience in strategy development and results monitoring is considered a plus. Candidates should demonstrate direct experience in originating and structuring infrastructure projects and/or public-private partnership (PPP) transactions. Familiarity with leveraged finance and blended finance approaches, particularly in the context of developing countries, is essential. Experience working in multilateral development banks (MDBs) is also required, along with adequate knowledge of at least one MDB’s internal processes and products. Additionally, candidates should have experience in developing countries within the sectors of transport, energy, or information and communication technology.
