Job Overview:
The Senior Operations Manager is a pivotal management role within UNOPS, responsible for providing operational leadership and ensuring the successful implementation of projects in Uzbekistan. This position requires a strategic mindset to create an efficient operational environment that aligns with UNOPS' corporate strategies and compliance standards. The Senior Operations Manager will oversee various functions, including financial management, human resources, procurement, and administration, ensuring that all operations are conducted in accordance with UNOPS rules and regulations. The role also involves collaborating with other UN agencies to enhance operational efficiencies and participating in management meetings to align project goals with broader organizational objectives. The successful candidate will be expected to drive innovation and knowledge management within the team, fostering a culture of continuous improvement and learning.

Duties and Responsibilities:
The Senior Operations Manager will be responsible for a wide range of duties, including but not limited to:
  • Operational Leadership: Set up, monitor, and supervise operations and the operations team to ensure results are achieved while adhering to corporate strategies and compliance standards.
  • Financial Management: Prepare and manage the project office financial plan, oversee the finance team, ensure compliance with financial regulations, and coordinate financial reporting.
  • Human Resources Management: Ensure compliance with HR policies, oversee recruitment and performance management processes, and promote a diverse and inclusive workplace.
  • Procurement: Oversee procurement processes, evaluate supplier performance, and ensure compliance with procurement regulations.
  • Administration: Manage office administration, asset management, and travel arrangements, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security regulations.
  • Knowledge Management: Contribute to the development of innovative practices and share best practices across the organization.
  • Collaboration: Work closely with the Head of Portfolio and other stakeholders to achieve project goals and enhance operational efficiency.

Required Qualifications:
Candidates must possess a Master's degree in Business Administration, Public Administration, Finance, Economics, HR, or a related field. Alternatively, a Bachelor's degree combined with an additional 2 years of relevant work experience may be accepted. A minimum of 7 years of progressively responsible experience in project/program operations covering at least two of the following functions: Finance, Human Resources, Procurement, Administration, Asset Management, Travel, Office Management, and ICT is required. Additionally, candidates should have at least 3 years of experience in UN/UNOPS project/program operations and/or operations management, along with 3 years of leadership experience managing staff and operational systems. Knowledge of UN regulations and experience in a developing country are desired.

Educational Background:
A Master's degree in a relevant field such as Business Administration, Public Administration, Finance, Economics, or Human Resources is required. Candidates with a Bachelor's degree and additional relevant work experience may also be considered. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage complex operations effectively.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in project/program operations, with a focus on at least two of the specified functions. Candidates should have a minimum of 3 years of experience specifically within UN/UNOPS operations, demonstrating a strong understanding of the organization's processes and requirements. Additionally, candidates should have at least 3 years of leadership experience, showcasing their ability to manage teams and operational systems effectively. Experience in a developing country context is preferred, as is familiarity with UN regulations and policies.

Languages:
Full working knowledge of English is essential for this position. Knowledge of Uzbek and/or Russian is considered an asset, as it will facilitate communication within the local context. Additionally, knowledge of another official UNOPS language would be advantageous, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the organization's global mission.

This position is classified as an International ICA contract at the IICA-3 level, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
