Job Overview: The Finance Officer position is crucial for ensuring the integrity and accuracy of financial transactions within the organization. The role encompasses a wide range of responsibilities, including general corporate accounting, financial oversight, audit coordination, and capacity building. The Finance Officer will be expected to regularly review financial transactions, prepare management reports, and coordinate the closure of General Ledger modules. Additionally, the officer will play a key role in monitoring financial transactions, ensuring compliance with UNOPS Financial Rules and Regulations, and collaborating on risk management initiatives. The position also involves preparing reports for internal and external audits, supporting the Head of Financial Statements, and implementing automation plans for financial processes. Overall, the Finance Officer will contribute significantly to the efficiency of the Financial Group and the successful management of financial resources.
Duties and Responsibilities:
General Corporate Accounting: Review and monitor financial transactions in the General Ledger for accuracy and compliance with UNOPS regulations. Coordinate monthly and quarterly closures, prepare management reports, and manage automation projects. Provide expert advice on accounting treatment and respond to stakeholder queries. Plan and implement Year End Closure processes.
Financial Oversight and Monitoring: Conduct regular oversight of General Ledger transactions, validate reconciliations, and identify areas for improvement. Collaborate on risk management and monitor progress on financial reporting milestones.
Internal and External Audit Coordination: Prepare analysis for corporate financial statements, support audit processes, and monitor follow-up actions on audit recommendations.
Capacity Building/System Improvement: Implement automation plans, consolidate training needs, and develop innovative solutions to optimize financial processes. Act as the focal point for the Financial Accounting module in the UNOPS ERP system.
Required Qualifications: The ideal candidate must possess a Master's Degree or equivalent in Finance, Accounting, Financial Management, or a related field. A first-level university degree combined with additional qualifying experience may be accepted in lieu of a Master's degree. Professional certification in accounting or auditing is required. Candidates should have a minimum of 5 years of relevant experience in financial reporting, audit, and accounting within an international environment. A thorough knowledge of IPSAS or IFRS is essential, along with experience in ERP system developments and process improvements.
Educational Background: Candidates must have a Master's Degree or equivalent in Finance, Accounting, Financial Management, or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) along with 2 additional years of qualifying experience may be accepted in lieu of a Master's degree. Professional certifications such as CA, CPA, ACCA, ACA, CIMA, or equivalent are required.
Experience: The position requires a minimum of 5 years of relevant working experience in financial reporting, audit, and accounting, particularly within an international context. Candidates should have a comprehensive understanding of IPSAS or IFRS and experience with ERP systems and process automation is considered an asset.
Languages: Full working knowledge of English is mandatory. Knowledge of another official UN language is considered an asset, enhancing the candidate's profile for this position.
Additional Notes: This is a fixed-term contract at the P3 level, initially for one year, with the possibility of renewal based on satisfactory performance and funding availability.
