Job Overview: The Training and Road Maintenance Technical Officer (TRMTO) will play a crucial role in managing the ILO's technical assistance within the framework of the Rural Access and AgricultureMarketing Project (RAAMP) in Nigeria. This project, funded by the World Bank, aims to enhance rural access and agricultural marketing in 13 states. The TRMTO will oversee training and capacity-building activities, focusing on routine maintenance and spot improvements of rural roads in five states. The officer will be responsible for organizing training sessions, managing the ILO technical assistance team, and supporting national teams in policy planning and guideline preparation. The position requires approximately 35% fieldwork to provide on-site support to State Project Implementation Units (SPIUs) and field teams. The TRMTO will report to the Chief Technical Adviser of the ILO RAAMP project and will collaborate with various stakeholders to ensure the successful implementation of project activities.
Duties and Responsibilities: The Training and Road Maintenance Technical Officer will have a wide range of responsibilities, including:
Training and Capacity Building: - Develop and manage a capacity development framework, assessing current capacities within partner agencies and communities. - Set realistic targets for capacity development aligned with ILO outputs. - Collaborate with partner agencies to ensure training objectives reflect government policies. - Organize training management systems, including course content, venues, and trainer selection. - Conduct training sessions, workshops, and technical meetings. - Monitor and evaluate training effectiveness and impact.
Technical Support for Routine Roads Maintenance: - Supervise and monitor the implementation of routine maintenance and spot improvement works. - Provide guidance to technical and administrative staff on project implementation. - Participate in planning and preparation of works, including field surveys and contract management. - Liaise with state authorities and communities regarding construction site access and material sourcing. - Ensure quality control of works and adherence to contractual agreements. - Compile progress reports and facilitate timely payments to contractors.
Other Duties: - Assist in developing computerized information systems for monitoring project activities. - Support the preparation of reports and budget estimates. - Coordinate the development of annual rural roads maintenance plans. - Provide technical advice on rural road works and quality assurance. - Undertake site missions and supervise support staff as needed.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in civil engineering. Alternatively, a first-level university degree (Bachelor’s or equivalent) in civil engineering, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. The position requires a strong understanding of rural transport infrastructure and experience in managing related projects.
Educational Background: An advanced university degree (Master's or equivalent) in civil engineering is required. A first-level university degree (Bachelor’s or equivalent) in civil engineering, along with two additional years of relevant experience, is also acceptable.
Experience: Candidates should have at least five years of experience at the international level in managing rural transport infrastructure works, particularly in employment-intensive rural road rehabilitation and maintenance. Experience in engaging with government agencies, private sector stakeholders, and international donors, including the World Bank and UN agencies, is essential. Familiarity with capacity gap analysis, training planning, and implementation of infrastructure-related training is also required.
Languages: Excellent command of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
