Job Overview: The Technical Officer position is crucial for ensuring effective WHO country presence and implementing WHO country cooperation strategies that align with Member State health priorities and sustainable development agendas. The incumbent will work under the direct supervision of a responsible technical officer and will be expected to perform duties with high efficiency and sound judgment. This role involves coordinating activities related to infrastructure projects, particularly in the construction of medical warehouses and primary health care centers. The officer will provide comprehensive support to the technical team, ensuring quality control and adherence to project timelines and specifications. The position requires participation in planning, coordination, and implementation of infrastructure activities, as well as monitoring and supervising construction sites to ensure compliance with WHO standards and regulations.
Duties and Responsibilities: The incumbent will be responsible for a variety of duties including:
Providing comprehensive support to the technical team in monitoring and overseeing the implementation of construction projects.
Participating in the planning, coordination, and implementation of infrastructure activities for medical warehouses and primary health care centers.
Supporting the issuance of Requests For Proposals (RFPs) and preparing project documents including layout designs, tender specifications, and Bill of Quantities (BoQ).
Monitoring construction sites to ensure quality and compliance with specifications.
Assisting in market surveys, cost estimations, and BoQ checks.
Contributing to the preparation of Pre-Qualification and Tender dossiers.
Ensuring compliance with WHO Good Storage and Distribution Practices (GSDPs) and environmental regulations.
Participating in budgeting and cost control of projects.
Identifying potential risks in the construction process and participating in mitigation strategies. 1
Organizing data, drawings, and documents, and assisting in drafting policy briefs and reports. 1
Participating in ongoing WHO projects and training workshops.
Required Qualifications: Essential qualifications include completion of secondary education supplemented by administrative training or technical courses related to the work performed. Desirable qualifications include a University Degree in Civil Engineering or Electro-Mechanical Engineering, a Master’s degree in engineering or business administration, and recognized certifications in supply chain management and project management. Candidates should possess a valid engineering license from the Jordanian Engineers Association and have a strong understanding of national engineering regulations and legislation.
Educational Background: Candidates must have completed secondary education, with additional training in administrative or technical fields related to the position. A University Degree in Civil Engineering or Electro-Mechanical Engineering is highly desirable, along with a Master’s degree in a relevant field. Certifications in supply chain management and project management are also advantageous.
Experience: Candidates should have at least 6 years of experience in infrastructure projects, project management, and supply chain management. Relevant experience in WHO or UN organizations is considered desirable. The position requires a background in medical construction works for warehouses and primary health care centers, as well as experience in direct construction site supervision and health & safety management.
Languages: Excellent knowledge of English and the local language is mandatory. Proficiency in additional languages is considered an asset.
Additional Notes: The position offers an annual base salary starting at JOD 20,90
