Job Overview:
The Chief of Party will be a key member of the MASHRIQ Regional team, which is managed by the Director of the Geographical division based in Amman. This position involves leading the implementation of a GFFO-funded multi-country consortium, ensuring effective coordination, compliance, and delivery of program objectives across all participating countries. The role requires strong leadership through influence, fostering collaboration among partners, and maintaining high standards of financial oversight and donor compliance, without direct line management within the consortium. Additionally, the Chief of Party will contribute to the MASHRIQ Regional Program by supporting the strengthening of quality frameworks and cross-cutting approaches, including Disability, Gender and Age inclusion, Protection Mainstreaming, and Conflict Sensitivity, particularly within HMA interventions. The position also involves supporting the development of multi-country proposals within the region, in close coordination with the Regional Programme Development team. Through these combined responsibilities, the Chief of Party will play a crucial role in ensuring program quality, strategic alignment, and the effective integration of cross-cutting priorities across the consortium and the wider regional portfolio.

Duties and Responsibilities:
  • Consortium Coordination: Act as the central focal point between the three consortium partners across the three countries, facilitating effective communication, alignment, and collaboration among stakeholders. Organize and lead consortium meetings, steering committees, and coordination calls. Support conflict resolution and ensure smooth partnership dynamics. Ensure joint planning and consistency in project implementation approaches in accordance with the logical framework and within the allocated budget. Liaise with the project's governance bodies to ensure the application of IMAS quality technical standards within the project and follow up on the implementation of recommendations from evaluations, support missions, and audits. Facilitate audits and ensure the implementation of their recommendations.
  • Program Monitoring & Quality Assurance: Collaborate with the regional MEAL unit and partners’ MEAL focal points to create, deploy, implement, and monitor appropriate tools for project monitoring, evaluation, accountability, and learning. Ensure that appropriate data collection and management tools are in place in accordance with standard frameworks. Track progress against program indicators and expected results, supporting consortium members in achieving high-quality implementation standards. Identify risks and bottlenecks and coordinate mitigation strategies. Organize and lead quarterly project reviews with consortium members.
  • Grant Management & Compliance: Oversee the full lifecycle of grant management, ensuring compliance with donor regulations, contractual obligations, and internal policies. Lead reporting processes with all concerned departments in line with donor requirements.
  • Financial Oversight: Monitor budget utilization across partners and ensure cost-effectiveness in coordination with the Regional Finance Manager. Review financial reports and forecasts from consortium members and ensure coherence with narrative reports. Identify risks related to budget deviations and propose corrective actions.
  • Donor & Stakeholder Engagement: Serve as the main point of contact with donors within each relevant country. Ensure timely and high-quality communication and visibility, representing the consortium in external meetings as required. Maintain strong relationships with key consortium members and develop external influence in collaboration with consortium members.
  • Support Mashriq Regional Program: Promote Disability, Gender, and Age policies across the program, contributing to HI's quality framework and supporting the development of multi-country HMA proposals within the region.

Required Qualifications:
The ideal candidate should possess strong skills in developing and maintaining partnerships and effective collaborative working relationships, particularly within large and complex organizations. They should have excellent capacities in representation and networking at various levels, including local, national, and regional. The candidate must demonstrate the ability to think strategically and analyze complex information for diverse audiences, handle situations diplomatically, and possess excellent communication skills in both written and oral forms, including a strong command of English. Proven knowledge of the HMA sector and technical expertise in Disability, Gender, Age intersectional approaches, Protection Mainstreaming, and Conflict Sensitivity is essential. Additionally, the candidate should have experience in reporting and proposal development, as well as the ability to monitor and analyze context-specific risks.

Educational Background:
Candidates should have a relevant educational background, typically a master's degree in a related field such as international development, humanitarian assistance, public health, or social sciences. Advanced degrees or specialized training in areas related to disability, gender, or humanitarian action may be advantageous.

Experience:
The position requires significant experience in managing complex and multi-country humanitarian projects. Experience in managing consortia is considered an asset, as is experience in managing HMA interventions. Candidates should demonstrate a strong track record of leadership and successful project implementation in challenging environments.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic or other languages relevant to the region is considered a strong asset, enhancing communication and collaboration with local partners and stakeholders.

The position is based in Jordan and is classified as unaccompanied, couple, or family. The contract duration is for 15 months, starting in early June 202
  • The international contract offers social coverage adapted to the candidate's situation, including unemployment insurance benefits for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, repatriation insurance paid by HI, and a gross monthly salary starting from 2869 €. Additionally, a per diem of 642 € net/month will be provided while in the field. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) according to the mission level, specifically Level 2, which allows for 5 days every 3 months.
