Job Overview:
The Deputy Country Director for Programs (DPAP) supports the Country Director (CD) in implementing and monitoring the technical strategy. The DPAP is responsible for the effective functioning of the programmatic aspects of the mission, ensuring that projects are executed in accordance with the SOLIDARITES INTERNATIONAL charter and internal and contractual procedures. The DPAP coordinates the Technical Coordinators, ensuring their effective management and supervision. They also coordinate the writing of project proposals and narrative reports to donors, contributing programmatic elements to the country strategy in support of the CD. The DPAP acts as a substitute for the CD in all tasks related to their function. The position faces challenges such as managing senior department heads and experts, navigating restrictive conditions imposed by local authorities, and ensuring adherence to humanitarian principles. The DPAP must also adapt programming continuously in a rapidly evolving context and maintain communication with a variety of internal and external stakeholders, including operational partners in consortium projects.

Duties and Responsibilities:
  • Support the Country Director in the implementation of the technical strategy and ensure the proper functioning of the programmatic aspects of the mission.
  • Coordinate and manage Technical Coordinators, ensuring effective supervision and support.
  • Oversee the writing of project proposals and narrative reports for donors.
  • Contribute to the country strategy with programmatic insights.
  • Substitute for the Country Director in their absence, handling all related tasks.
  • Strengthen project cycle management at the base level with monthly monitoring tools.
  • Consolidate multi-sectoral assessments and intervention logics for upcoming humanitarian intervention plans (HIP) and donor projections.
  • Review the RRM-Frontline strategy in collaboration with the consortium.
  • Support the structuring of the SERA department, linking programming and data management. 1
  • Facilitate the implementation of accountability processes within the program department. 1
  • Monitor protection analyses in collaboration with the regional technical advisor. 1
  • Participate in the consolidation of partnership strategy documents and prospect for new partnerships, particularly for upcoming ECHO funding. 1
  • Follow up on ongoing capitalization notes and activity sheets. 1
  • Review and consolidate communication schemes between bases and coordination.

Required Qualifications:
  • A general higher education degree: Master's in international relations, development and humanitarian action, political science, or equivalent.
  • Alternatively, a technical university degree at least BAC + 5 related to SI's areas of action (EHA, SAME, shelter, protection, nutrition).
  • At least 5 years of experience in the humanitarian sector.
  • At least one experience in a similar position.
  • Strong strategic vision, reflexivity, and contextual analysis skills.
  • Good coordination and representation skills in consortia and clusters.
  • Knowledge of rapid response mechanisms.
  • Excellent communication and writing skills.
  • Flexibility, adaptability, and innovative problem-solving abilities. 1

Educational Background:
Candidates must possess a higher education degree, preferably a Master's degree in fields such as international relations, humanitarian action, or political science. Alternatively, a technical university degree related to the organization's areas of action is acceptable, with a minimum qualification of BAC + 5.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least one prior experience in a similar role. This experience should demonstrate the ability to manage complex programs and lead teams effectively in challenging environments.

Languages:
Fluency in French is mandatory, and proficiency in English is also required. Knowledge of the official languages of Burkina Faso is considered an asset.

  • The salary is based on experience, starting from €3,080 gross per month, which includes a base salary of €2,800 plus a 10% annual leave allowance paid monthly, and a monthly per diem of €55
  • The organization covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work-leave alternation system is in place, allowing for 7 working days off every three months, with additional rest days accrued monthly. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and optical care, and repatriation. The position does not offer family status or housing, but includes a housing allowance, round-trip airfare for family members, and educational support for children.
