Job Overview:
The Chief of Section for Strategic Planning, Monitoring and Reporting (PMR) is a senior position within the Bureau of Strategic Planning at UNESCO Headquarters in Paris. The Chief will oversee the elaboration of the Organization's Medium-Term Strategy and the Programme and Budget, ensuring compliance with the strategic orientations set by the Governing Bodies. Duties and Responsibilities:
The Chief of Section will have a comprehensive set of responsibilities, including:
  • Leading the preparation of the Organization's Medium-Term Strategy (C/4) and the Programme and Budget (C/5), which involves organizing consultations with Member States, drafting background notes, and ensuring compliance with strategic orientations.
  • Overseeing the overall programme planning process, providing guidance on internal standards, and ensuring alignment with global priorities.
  • Advising on the development of key programmatic and thematic strategic documents and ensuring their alignment with the C/5 and Governing Bodies decisions.
  • Coordinating effective monitoring of programme implementation and preparing key reports, including the Strategic Results Report.
  • Leading the development of communication materials and web tools for effective program management.
  • Establishing effective collaboration with all sectors and units within UNESCO and maintaining exchanges with external stakeholders.
  • Ensuring the Secretariat of internal programme committees and overseeing the implementation of related policy decisions.
  • Managing a diverse team, setting performance objectives, and fostering staff development.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as International Relations, Marketing, Business Development, Economics, or Management. Additionally, candidates should have a minimum of 10 years of progressively responsible professional experience in corporate planning, monitoring, and reporting, with at least 5 years at the international level. Demonstrated leadership in strategic planning, familiarity with programming quality standards, and experience in coordinating multi-stakeholder processes are essential. Candidates should also have effective communication skills at a senior level and experience in leading and motivating teams.

Educational Background:
The educational requirement for this position is an advanced university degree, which can be a Master's degree or an equivalent qualification. Experience:
