Job Overview: The Emergency Operations and Programmes Unit Manager will oversee the implementation of UNESCO's culture programme in emergencies, focusing on building capacities for preparedness and deploying operational actions for response and recovery. This role involves managing the coordination and implementation of emergency preparedness and response programmes related to crises, including conflict and natural disasters. The incumbent will work closely with various stakeholders, including the Secretariats of the Culture Conventions, to ensure effective support for emergency actions and cultural heritage damage assessments. The position requires strong leadership skills to guide a team in planning, designing, implementing, monitoring, and reporting on programmes and projects, as well as leading resource mobilization activities. The incumbent will also be responsible for ensuring UNESCO's global leadership in emergency preparedness and response actions in the field of culture.
Duties and Responsibilities:
Develop, implement, and monitor strategies, plans, and policies to respond to risks related to emergencies impacting culture, including tangible and intangible heritage and the cultural and creative industries.
Coordinate the development and monitoring of programmes and activities related to emergency preparedness in the field of culture, including capacity-building resources for risk management.
Ensure UNESCO's leadership in preparedness, response, and recovery actions in the field of culture, coordinating with international partners.
Manage UNESCO's Heritage Emergency Fund, preparing and organizing meetings with donors and providing guidance to Member States and Field Offices.
Verify and assess damage during emergencies, providing technical advice and ensuring documentation for reporting to higher management.
Design and implement capacity-building activities to translate the principles of the 2015 Recommendation concerning the Protection and Promotion of Museums and Collections into country-level policies.
Lead the EOP Unit, providing technical and analytical support for planning, implementation, monitoring, and reporting on programmes and projects, while overseeing daily operations and resource mobilization activities.
A minimum of seven (7) years of progressively responsible professional experience in relevant fields, with at least three (3) years at the international level.
Experience in emergency preparedness or response, with proven leadership skills to guide and manage staff and teams effectively.
Excellent capacity to collect, synthesize, and analyze information, with strong analytical and problem-solving skills.
Ability to manage a heavy workload under pressure, with attention to detail and quality of work.
Excellent interpersonal skills to maintain effective working relations in a multicultural environment.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as culture, social sciences, humanities, political science, international relations, conflict studies, risk management, law, or a related area. A PhD in a related field is desirable and may enhance a candidate's profile.
Experience: Candidates should have a minimum of seven (7) years of progressively responsible professional experience in the fields of culture, humanities, political science, international relations, law, conflict studies, or related areas. At least three (3) years of this experience should be acquired at the international level, with a focus on emergency preparedness or response. Proven experience in leading teams and managing programmes in emergency contexts is essential.
Languages: Candidates must have excellent knowledge of English or French, with good knowledge of the other language. Knowledge of additional UNESCO official languages such as Arabic, Chinese, Russian, or Spanish is considered an asset.
Additional Notes: The position is a fixed-term contract for a duration of 2 years, with the possibility of renewal. The role is open to both internal and external candidates. The approximate annual starting salary for this position is 126,118 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
