Job Overview: The National Project Coordinator will play a crucial role in the ILO's initiative 'Advancing Digital and Green Skills for Youth in ASEAN,' which aims to address the challenges posed by rapid urbanization and infrastructure demands in Southeast Asia. This position is vital for developing, implementing, and monitoring ILO interventions in the Philippines, particularly in the construction sector. The coordinator will work closely with various stakeholders, including government bodies, employers, and workers' organizations, to ensure the project's objectives align with regional and global strategic priorities. The role requires a proactive approach to mobilizing resources, facilitating partnerships, and ensuring effective project delivery while promoting sustainable development and youth employment through skills training.
Duties and Responsibilities: The National Project Coordinator will be responsible for a wide range of duties, including:
Reviewing and analyzing country-specific development plans and priorities, providing inputs for compliance with strategic priorities.
Ensuring timely project delivery and effective management, including planning, implementation, monitoring, and evaluation of work plans.
Supporting the mobilization of additional resources for project activities and preparing for meetings with funding partners.
Coordinating with the Project Steering Committee in the Philippines and assisting in the selection of interventions and project partners.
Facilitating partnerships with the ASEAN Constructors Federation and assisting in regional-level activities.
Organizing and facilitating conferences, workshops, and training sessions in collaboration with technical specialists and project partners.
Preparing periodic progress notes and coordinating with tripartite partners to ensure sustainability of project outputs.
Developing briefs, reports, and statistical data, contributing to training and advocacy materials in English and Tagalog.
Providing technical supervision to external collaborators and monitoring their deliverables. 1
Translating and editing technical materials and official documents. 1
Administering project resources, preparing budget estimates, and making recommendations for remedial actions. 1
Contributing to the development of training programs and materials, promoting ILO principles and standards.
Required Qualifications: Candidates must possess a university degree (Bachelor’s or equivalent) in a relevant field, with a Master’s degree considered an advantage. They should have a minimum of two years of relevant professional work experience at the national level, preferably in program and project planning, monitoring, and evaluation related to skills development, youth employment, and international labor standards. Experience collaborating with government bodies, civil society, and UN agencies is also advantageous. Candidates should demonstrate excellent drafting, analytical, and communication skills in both English and Tagalog, along with proficiency in PC software such as Microsoft Office.
Educational Background: A university degree (Bachelor’s or equivalent) in a field relevant to the job is required. A Master’s degree would be an advantage, indicating a higher level of expertise and understanding of the complexities involved in project coordination and implementation.
Experience: The position requires a minimum of two years of relevant professional work experience at the national level. This experience should preferably include program and project planning, monitoring, implementation, and evaluation activities, particularly in areas related to skills development, technical and vocational education and training (TVET), youth employment, and business development. Languages: Candidates must have an excellent command of English and the official national language of the duty station, which is Tagalog. Proficiency in both languages is essential for effective communication and documentation within the role.
Additional Notes: The position is a fixed-term contract for 12 months, with the possibility of extension based on various factors, including the availability of funds and the continuing need for the functions. The entry-level salary for this position is 1,745,899 Philippine pesos annually, based on the UN Salary Scale for the National Officer Category, effective November 202
