Job Overview:
The Finance Adviser - Budgeting and Reporting plays a crucial role in managing financial reporting related to grants, funds, and budgets across various programs, donors, and departments within NRC. This position is responsible for preparing budgets, monitoring changes, and ensuring compliance with established financial standards and regulations. The Finance Adviser will implement NRC's financial systems and tools, support the development of the Master Budget, and ensure that it is consistently updated. The role also involves ensuring the accuracy and timely submission of donor financial reports and providing necessary training and support to budget holders and finance staff. This position requires strong interpersonal and communication skills, as well as a solid understanding of financial management within a humanitarian context.

Duties and Responsibilities:
  • Lead the financial reporting process for grants, funds, and budgets related to all NRC programs and departments.
  • Prepare and monitor budgets, ensuring compliance with donor regulations and NRC policies.
  • Implement NRC’s financial systems, standard tools, and procedures, including the Fair Share Cost Allocation Model.
  • Support the development and continuous updating of the Master Budget, monitoring coverage and gaps regularly.
  • Ensure the accuracy and timely submission of donor financial reports and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis reports as requested by the line manager.
  • Provide comprehensive induction training on NRC financial systems and tools to budget holders, finance staff, and senior managers.
  • Deliver capacity-building sessions for non-finance staff with financial responsibilities.
  • Address finance-related issues for field office staff concerning budgets.
  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements. 1
  • Collaborate with various departments to ensure financial compliance and reporting accuracy.

Required Qualifications:
  • Minimum of 2 years of experience working as a senior or middle finance manager in a humanitarian or recovery context.
  • Proven experience in budgeting and reporting, with a strong understanding of donor regulations.
  • Solid knowledge of computer software and modern accounting systems.
  • Excellent interpersonal and communication skills, with the ability to work collaboratively in a team environment.
  • Strong analytical skills and attention to detail, ensuring accuracy in financial reporting and compliance.

Educational Background:
A relevant degree in finance, accounting, business administration, or a related field is required. Professional certifications in finance or accounting (such as CPA, ACCA, or equivalent) are highly desirable and may enhance the candidate's qualifications for this position.

Experience:
Candidates should have a minimum of 2 years of relevant experience in finance management, particularly within a humanitarian or recovery context. Experience in budgeting, reporting, and knowledge of donor regulations is essential. Familiarity with financial systems and tools used in humanitarian organizations is also beneficial.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of Arabic is considered an added advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of financial reporting in the region. Understanding the context in the Middle East is also beneficial for this role.

Additional Notes:
The duty station for this position is Jerusalem, with the possibility of temporary relocation to Amman due to access challenges. The contract duration is 12 months, with the possibility of renewal subject to performance and availability of funds. The role may require travel to NRC operational areas, with a minimum travel commitment of 25% of the time. The salary and benefits are based on grade 8 of NRC’s salary scale, along with accompanying terms and conditions.
