Job Overview:
The HR Coordinator for the SI Syria Mission plays a crucial role within the Coordination Management Team. This position is responsible for overseeing various aspects of human resources management, including HR planning and strategy, staff recruitment and onboarding, HR policies and procedures, performance management, employee relations, HR administration, and training and development. The HR Coordinator is tasked with ensuring effective management of human resources within the mission, supporting the organization in achieving its objectives while fostering a positive and productive work environment for all staff members. The role involves line management of three positions in coordination and functional management of HR/Admin Managers across four bases. Given the complexity of operations across multiple countries, the HR Coordinator must navigate various challenges, including coordination of diverse teams, compliance with different labor laws, addressing security" style="border-bottom: 1px dotted #007bff !important;">security concerns, and managing remote operations effectively.

Duties and Responsibilities:
The HR Coordinator's duties include:
  • Developing and implementing HR strategies aligned with the mission's objectives.
  • Overseeing the recruitment process, ensuring timely and effective hiring of qualified candidates.
  • Managing onboarding processes for new employees to ensure smooth integration into the organization.
  • Establishing and maintaining HR policies and procedures that comply with local laws and organizational standards.
  • Implementing performance management systems to evaluate and enhance employee performance.
  • Facilitating employee relations by addressing concerns and fostering a positive workplace culture.
  • Managing HR administration tasks, including record-keeping and compliance reporting.
  • Identifying training and development needs and coordinating relevant programs.
  • Supporting field teams through regular visits and communication to ensure alignment with HR objectives. 1
  • Monitoring ongoing HR projects and initiatives, including capacity building and social protection efforts.

Required Qualifications:
Candidates must possess a Bachelor's degree in a field related to Human Resources, Administration, or Finance. Additionally, they should have at least five years of experience in a similar HR role, with a strong preference for candidates who have worked in the humanitarian sector. Experience in the Syrian context is highly desirable. The ideal candidate will demonstrate proven technical expertise in recruitment and performance management, as well as human resources information management. Strong communication, interpersonal, problem-solving, analytical, organizational, adaptability, and leadership skills are essential for success in this role.

Educational Background:
A Bachelor's degree in Human Resources, Administration, Finance, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective HR management and administration within the organization.

Experience:
The position requires a minimum of five years of relevant experience in human resources management, particularly within the humanitarian sector. Candidates with prior experience in the Syrian context will be given preference, as this knowledge is crucial for navigating the unique challenges of the region. The candidate should have a proven track record of managing HR functions effectively in complex and dynamic environments.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered an added value, enhancing communication with local staff and stakeholders.

Additional Notes:
This is a salaried position with compensation starting from EUR 2860 gross per month, which includes a base salary of EUR 2600 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 785 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract is for a short-term duration of 12 months, with a system of breaks implemented at the rate of 7 working days every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. The organization also provides essential vaccinations and antimalarial treatment reimbursements.
