Job Overview:
The Deputy Chief of Party (DCoP) for the USAID-funded 'Sahel Regional Resilience Activity' will play a crucial role in managing the program's Technical Unit, which encompasses Collaboration, Learning, and Adapting (CLA) as well as Monitoring, Evaluation, and Learning (MEL). The DCoP will be responsible for driving the strategic direction of the program, ensuring effective integration of CLA into project designs, and developing mechanisms for learning and adaptation. This position requires a strong focus on building resilience in the Sahel region by enhancing the capacity of individuals, households, and communities to withstand and recover from various shocks and stresses. The DCoP will also oversee the establishment of knowledge management systems and engage team members and partners in evidence-based practices to improve program efficiency and effectiveness.

Duties and Responsibilities:
The DCoP will provide overall leadership and technical direction for the program's CLA and MEL activities, ensuring alignment with the program's goals and USAID objectives. Responsibilities include developing and implementing a CLA and MEL strategy, overseeing the Learning Fund, facilitating collaboration and learning workshops, and establishing partnerships with stakeholders. The DCoP will ensure systematic data collection and analysis to support adaptive management, manage knowledge systems, and ensure high-quality deliverables that meet donor and organizational requirements. Additionally, the DCoP will lead a diverse Technical Unit, promote a culture of collaboration, and facilitate capacity building among team members and partners.

Required Qualifications:
Candidates must possess strong leadership and management skills, with a proven track record in CLA and MEL within international development contexts. They should have experience in program management, particularly in resilience-building initiatives, and demonstrate the ability to work collaboratively with diverse stakeholders. Strong analytical skills and the ability to use data for decision-making are essential, along with excellent communication and interpersonal skills. Candidates should also have experience in capacity building and mentoring.

Educational Background:
A master's degree in a relevant field such as international development, public policy, social sciences, or a related discipline is required. Additional certifications in monitoring and evaluation or project management are advantageous.

Experience:
Candidates should have at least 7-10 years of relevant experience in international development, with a focus on CLA and MEL. Experience working in the Sahel region or similar contexts is highly desirable. Proven experience in managing large teams and complex programs is essential, along with a strong understanding of USAID regulations and compliance.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable given the regional context. Knowledge of local languages spoken in Burkina Faso, Chad, or Mauritania would be an asset.

Additional Notes:
This position is full-time and based in Ouagadougou, Burkina Faso. The DCoP will report directly to the Chief of Party and will work closely with various stakeholders, including local organizations, donors, and program teams. The role may require occasional travel within the region. Compensation and benefits will be competitive and commensurate with experience.
