Job Overview: The Program Performance & Quality (PaQ) Manager is a crucial role within the Mercy Corps Nigeria country team, responsible for providing technical guidance and support for program management and coordination across a diverse portfolio of grants. This position ensures that accountability checks are in place for Mercy Corps Program Management Minimum Standards (PM@MC) by collaborating closely with the PaQ Director and Director of Programs. The PaQ Manager advises Program Managers and Directors on best practices for program management, ensuring compliance with PM@MC standards. Additionally, the role involves overseeing the development and management of effective program filing and archiving systems, standardizing processes for quality assurance checks of program deliverables. The PaQ Manager also plays a vital role in securing new programs by supporting proposal development and partnership initiatives, working collaboratively with various stakeholders including Programs Managers, Technical Advisors, and MEL teams.
Duties and Responsibilities:
Ensure that accountability checks are functional for Mercy Corps Program Management approaches.
Contribute to strategic direction by prioritizing and organizing actions and resources to achieve objectives, supporting the Director of Programs (DOP) and the PaQ Director in developing country-wide strategies, including sector-specific strategies.
Lead the development of a health dashboard for MC Nigeria programs in line with PM@MC standards.
Provide technical oversight and support to Program Managers and Directors in developing program filing and archiving systems, ensuring compliance with PM@MC, donor regulations, and best practices.
Facilitate cross-program learning and the operation of sector-specific Technical Working Groups.
Assist in securing new programs by supporting proposal development processes and partnership development.
Work collaboratively with internal and external stakeholders to achieve common objectives, demonstrating effective communication and self-driven project management skills.
Required Qualifications:
Proven experience in program management, particularly in humanitarian or development contexts.
Strong understanding of program management standards and best practices, particularly PM@MC.
Excellent organizational skills and the ability to prioritize tasks effectively.
Strong analytical and problem-solving skills.
Ability to work collaboratively with diverse teams and stakeholders.
Excellent communication skills, both written and verbal, in English.
Educational Background: A bachelor's degree in a relevant field such as international development, social sciences, or a related discipline is required. A master's degree is preferred and may be advantageous for this position.
Experience: A minimum of 5 years of experience in program management or a related field is required, with a strong background in humanitarian assistance or development programs. Experience working in Nigeria or similar contexts is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in local languages spoken in Nigeria is considered an asset and would be beneficial for effective communication within the community.
Additional Notes: This position is full-time and based in Maiduguri, Nigeria. The role may involve occasional travel to other program locations within Nigeria.
