Job Overview:
The Procurement Officer will play a crucial role in the coordination and implementation of the procurement process within the IOM Mission in Nigeria. This position requires the incumbent to work under the overall supervision of the Supply Chain Officer (SCO) and the direct supervision of the Head of Sub Office. Duties and Responsibilities:
The duties and responsibilities of the Procurement Officer include, but are not limited to: receiving and reviewing Purchase Requisition Forms to ensure they are fully endorsed; assisting requesting units in defining their requirements; preparing objective evaluation criteria for bids; soliciting quotations and proposals; preparing Bids Analysis Summaries (BAS); issuing Purchase Orders (PO) through WAVE Oracle; organizing and facilitating Pre-Bid Conferences; guiding the Bids Evaluation and Awards Committee; ensuring compliance with IOM Procurement Rules and Regulations; providing monthly checklists on Open Purchase Orders and Purchase Requests; participating in negotiations with contracted firms; monitoring contract implementation; ensuring proper asset management in WAVE Oracle; maintaining a price list database; conducting post-evaluation checks of bidders; following up with suppliers for timely delivery; coordinating with receiving units for satisfactory delivery notes; developing Key Performance Indicators (KPIs) for suppliers; and ensuring the safe running condition of the fleet and office power generators.

Required Qualifications:
The ideal candidate for the Procurement Officer position should possess a University Degree in Business Administration, Purchasing & Supply, or a related field from an accredited academic institution. Additionally, the candidate should have at least two years of experience in Supply Chain Management, with skills and knowledge in conducting local and international procurement, clearing and forwarding, and understanding government laws and regulations. A very good understanding of IOM Procurement and Logistics policies is essential, along with knowledge of Oracle and common software applications such as Word, Excel, PowerPoint, and Access. The candidate should demonstrate integrity in performing assigned responsibilities and hold a Certificate of Procurement Fundamental Training.

Educational Background:
Candidates must have a University Degree in Business Administration, Purchasing & Supply, or a related field from an accredited academic institution.
